Based off the story and character design of Jorge R. Guiterrez (The Book Of Life), it is a new 3D animated look for the world of Oz in Guardians Of Oz.
The voice cast included Ambyr Childers, JennXPenn and Mikey Bolts. The film is directed by Alberto Mar.
Here’s the official synopsis:

Grindstone Entertainment Group has acquired North American rights from Buenos Aires-based FilmSharks to Wicked Flying Monkeys.
Alberto Mar directed the animation set within the Wizard Of Oz universe created by L Frank Baum and told from the perspective of the titular characters as they fight to free themselves from the rule of the wicked witch.
The Book Of Life director Jorge Gutierrez wrote the story, created character designs and served as executive producer.
Fernando de Fuentes and Jose C Garcia de Letona produced the Anima Estudios and Discreet Arts production.

Viva Pictures announced today the acquisition for all U.S. rights to Top Cat: The Movie, based on the popular 1960s prime time cartoon character of the same name. Top Cat: The Movie features the voices of Jason Harris (Ice Age: Continental Drift), Chris Edgerly (Happy Feet), and Bill Lobley (Ice Age: Continental Drift). The company is planning a theatrical roll-out this summer followed by VOD, home entertainment and digital offerings.
“We are honored to be a part of this piece of cartoon history,” commented Victor Elizalde, president of Viva Pictures. “I have extremely fond memories of watching with my brothers the original television show, ‘Top Cat’ and am looking forward to sharing the big screen version with a new generation of U.S. audiences.”

Top Cat didn’t air on television for a very long time (1961-62, for two short-lived seasons), but the character’s impact was large enough that he’s ready to make a comeback in 2013. Alberto Mar is directing a feature-length animated take on Top Cat, which reaches theaters on Aug. 2 (after screening in international markets as far back as 2011). I hope I’m not going to negate any of my assiduously collated street credibility, but when I was little I used to really like Top Cat. Looking back, I believe I’m correct in saying that it was a reasonably witty and funny programme and it’s not simply nostalgia that’s influencing these fond memories. I remember my sister and I used to watch a Top Cat VHS that we won in a competition run by Little Chef pretty much on loop some days. So when I was invited to attend the preview screening of Tc’s big screen debut, I was cautiously excited about it. The Top Cat theme tune is undoubtedly the most memorable aspect of Hanna-Barbera’s classic TV cartoon series, more so than the actual alley antics of con artist moggy Top Cat (Tc) and his oddball pals. While it’s obviously nostalgic to see the cool character brought to life on the big screen in somewhat dubious ‘3D’, director Alberto Mar’s story does little to please older fans further beyond the initial thrill of seeing the gang – Tc, Benny, Fancy-Fancy, Choo-Choo, Spook and Brain – reunited with Officer Dibble. Thankfully, there are plenty of animated feline personalities for the younger generation to relate to – and subsequently, pick a favourite from.

With Top Cat just recently celebrating the 50th anniversary of his television show’s premiere, it is an apt time for Hanna-Barbera to indulge in a little nostalgia for their feisty feline creation. Putting out bare bones slop like this, however, is not the way to do it. Inside of 90 minutes, director Alberto Mar nearly undoes any and all goodwill, managing to make us forget most of what is fun and lovable about the titular character amid a lame-brained script delivered in the most appalling 3D presentation imaginable.
It would be nice to say that the spunky characters and zany situations are what sticks out to the viewer in Top Cat: The Movie, but audiences will instead likely be left agape at the garish, laughably substandard 3D textures applied to what has always been a perfectly functional 2D outing.
