According to AFI : a genre that centers on organized crime or maverick criminals in a 20th-century setting. This is why movies where the main protagonists are cops are accepted, as long as they fight a specific form of organized crime (mob, Mafia, corrupted unions, drugs traffickers etc.) The list also includes film belonging to other genres but whose seminal role in the establishment of Gangster movies as one of the most popular genre can't be denied.
