- The time is 1940. In the harbour of Quay South, a derelict sea-port on the north-eastern coast of England, lies a blockship, the "Ebb Tide". Captain Thwaite, her skipper, lives in the local pub with his bitter, frustrated wife. His fight against the blind tyranny of circumstance and an Adjutant, who tries to take over the blockship, makes a most moving and dramatic story.

Graham won't let Munroe take the blame and eventually calls Scotland Yard to confess a half an hour after Munroe is cleared of the crime because two wintesses saw him knock at Fenwick's door but did not go in the apartment. The Inspector (Michael Nightingale) arrives to arrest Graham.
