The one thing that binds them all together is a libertarian spirit, where everyone wants to be free to live their own utopia. But when a local political decision supports one of those utopias, it will be another citizen's hell. When in 2018 a murder occurs in the town's beloved downtown core with sitting city council taking a specific action as a reaction is thrown into this mix along with the legalization and associated regulation of the pot industry in Canada, the result is an unprecedented civic election not only in the numbers running (three mayoral candidates, and twenty-one council candidates for six seats), but also the fact that a party formed to run a slate of candidates, and a large number of candidates stated that they had never considered running until the specifics of this current time period. Beyond the process of the election campaigns where most candidates vowed not to run a nasty one despite the stark differences, a handful of Nelsonites are profiled in displaying the vast array of the citizenry and how the outcome of the election will affect them in personal and holistic ways.

- Da Vinci investigates the death of three people in three separate incidents. The first is a homeless woman commonly known as the pigeon lady, her dead body found on a church's steps where she could usually be found feeding the pigeons. Da Vinci is concerned that the church's newly implemented nighttime closed door policy may have exacerbated the death. Beyond determining the cause of death, Maria finds among the pigeon lady's possessions an interesting news article which may provide a clue as to why she was at that specific church. The second is a sixteen year old woman named Alice Fellows. Although she was high on ecstasy which could have contributed to the incident, she was killed in a hit and run. What little information the authorities have is the offending vehicle is a silver Mercedes for which they have a partial license plate. Later, McNab gets a positive identification of the vehicle and its high profile owner, who claims the car was stolen. The third is a charged money launderer named Michael Zang, who purportedly shot himself in the office of his lawyer, Richard Norton. Because Da Vinci believes that Norton isn't telling the entire truth about the death, Da Vinci calls in Homicide to apply a little pressure on Norton. Zang's wife Vera, who is called in to provide testimony, has other things on her mind. With Da Vinci preoccupied with these cases, Lou takes his first case as a coroner. It is of an aboriginal youth named Roy Cardinale, whose dead body is found by the railroad tracks. He was seemingly killed by a train running over him, but there is evidence that he was severely beaten before his death. Beyond physical evidence at the site, Kosmo and Leary, who lead this investigation, learn a bit more about Roy from Constable Carter, who tells a story of a relatively harmless and well liked petty criminal but who was well known to all those in the police department on patrol. On other business, Suki tells Kosmo and Leary of an incident at Brian's storage garage. Their investigation of him has stalled otherwise. On more personal matters, Kosmo tells Leary about someone that is interested in him. That and a request by Carter are some of the first steps for Leary to a more stable existence. And Da Vinci ultimately gets the news about whether he got the Chief of Police job.

- Wolfgang has just returned to Vancouver after a stint in Hong Kong, where he covertly passed along some information to one of his operatives, and learned that there may be a regime change in the Red Mountain triad. The whereabouts of the current head, General Wu, is unknown, Wolfgang believing that he has long been hiding in Vancouver. Wolfgang passes some of this information in a debrief to Al, who in turn tells Wolfgang of a new person of interest, a Mexican prosecutor who is seeking sanctuary at a local church. They do not know why he is a person of interest. They are also unaware that a young woman named Eva, who is court mandated doing community service at the church, could play an importation part of what happens in this file. Without her knowledge of the reason, Wolfgang gets Kelly to help him in this matter, she who is desperate for any research that she could add to her list of publications, which have been few and far between of late. In their discussion, Al doesn't divulge some information to Wolfgang, who Al's superiors are concerned about being too uncontrolled and unsupervised in his work. One of Wolfgang's local Romeos, Rufus, is struggling under the strain of the work. His mark, Dee, is falling in love with him and is thinking about leaving her husband Vince, who is the reason Rufus started seeing her. Wolfgang asks Rufus to see the current issue through, namely to go along in name only with a request by Dee in response to a request Vince makes to Rufus. Through all these problems, Wolfgang meets a new associate at the university, Lily Song, who may take his mind off of his covert work.

- Wolfgang is peeved at Al for not protecting him against their highers-up, as Al tells him it is ill advised not to attend an "interview" with one of those highers-up, probably about what Wolfgang knows about the Gascoynes and if he did indeed meet with Martha on his recent trip to Hong Kong. That meeting in Hong Kong is something that Wolfgang has vehemently denied up to this point, that denial which may be increasingly difficult to maintain as a story. Wolfgang provides Eva with greater direction on her surveillance at the church, that direction which may be increasingly more dangerous, especially if Eva's assertion that the "organ lady" being suspicious is indeed fact. In the process, Eva and Miguel to begin to form a bond. Conversely, Wolfgang comes down on Rufus for not providing enough information. Something that Rufus has not divulged to Wolfgang is the dead body, which is more difficult to dispose of than he would like. On this file, Dee steps up her actions in ensuring that she takes over the business, while General Wu sets up a meeting between Wing Lei and Vince in that transfer of power. Through these goings-on, Wolfgang and Lily become closer.
- Getting him out of detention, Wolfgang places Tony Zhao on a short leash in trying to find out more information on the goings-on of the Red Mountain triad locally. In spending more time with Lily, Wolfgang learns more about the benefits of her becoming one of his assets, but may also discover in the process that Helen's assertion is correct in that Lily did not enter his life accidentally. Wolfgang also pressures Eva into setting up a meeting with Miguel. This places Eva in a difficult spot as she is torn between her paid duties to Wolfgang and her feelings for what is best for Miguel. Miguel learns from Ortelli the status of his sanctuary request with the church. Al learns just how important Miguel is to some in a deal offered to him. Dee has settled uncomfortably into rehab, where she tries to get a message to the outside world despite being denied telephone privileges for the first week. With Dee in rehab, Rufus is feeling the weight of the world lifted from his shoulders if only temporarily. He can now focus on the issue at hand, namely that the container at the docks with the latest shipment is being monitored by unknown sources. Wing Lei issues an ultimatum in that they get the container or else their partnership is off, against Vince's advice that they may be better off taking their losses on this shipment by just abandoning it. Rufus' involvement and his life may be threatened as Vince gets closer to finding out about his extracurricular activities with Dee.
