One of the dumbest movies I've seen

A corporation called Deltatech Inc. is manufacturing cyborgs- when a reporter starts snooping around they decide to silence her. She asks Max and Saint- two federal marshals- to help. Doesn't sound so bad, does it? Maybe not, but this really is a bad movie. The acting and plot are poor. There are plenty of failed attempts at humour in this movie- the so-called "federal marshals" are two jokers who survive all the gunfire and explosions. We have to survive the bad jokes and incredibly dumb lines in the screenplay like the "discussion" about putting insect DNA into humans so that they can withstand radioactivity. The title "Cyborg Cop III" is totally meaningless- none of the cops in this movie is a cyborg. There are one or two moderately interesting action scenes, but they're nothing special. Don't waste time on this.

the worst part in the trilogy

A new director, Yossi Wein and a new main lead Bryan Genesse as Max means that something is wrong. And indeed. It has nothing to do with the earlier entries and the cyborg only pops up a few times so in fact it's a misleading title. Terminal Impact was it's other name and they should have left it that way.

It has long car chases and again dummies are seen in cars as passengers. There's also a lot of shooting going on and it bored me sometimes. The twist at the end didn't work also.

I can't say that I liked this even as I can dig action B-flicks but place it at it's time made, 1995, it had more a 1985 look. Although it had the best looking cyborg of the trilogy, simple, it was just a human without any metal parts...

3 is definitely not a lucky number

In the world of low budget, independent action films, it is very possible that a third movie is the crappiest. What we have here is a story that has no relations to the first two movies. We have two cops Max and Saint, and they are real jerks. Their mission, in the film, is to stop a mad scientist to turn students into a cyborgs… what a hell? Who came up with that idea? Now… the characters, the script, silly, silly music… I mean everything is bad. Check out our two heroes for example Max and Saint (played by Bryan Genesse and Frank Zagarino, the usual low budget, bad actors, athletes and martial artists), they were so badly written that director obviously said "just act like jerks", and they are two comedian jerks. They are serious only when they are alone. Bryan looks like little funny, angry guy who acts tough… while Frank is a little more calmer, but he looks like a tiny version of Dolph Lundgren and he has that wooden expression on his face. When it comes to the cyborgs… I guess that the title "cyborg cop" has no longer meaning here… well, the alternative title is "Terminal Impact", so… which one is it? There's nothing more to say about this film except a few more things… the cyborgs… they don't even look like cyborgs, only because they are blasted with various weapons, they just can't fall down, and hence, they are cyborgs! Oh really? And can I see some metal under that skin? No! They all have the same uniforms, same face expressions and deep, metallic voices… ridiculous. My advice… avoid this. Better stick to the first two films.

Most boring of the three

In no way connected to the first two, this is about a company that wants to... (are you sitting down?) turn physical education college students into cyborgs(and no, at no point do two of them battle one another, nor are any of them cops... in fact, the entirely "trilogy" barely lives up to its title at all, and that was briefly in the first one, the most fun of these; ah, however, they *can* survive head-on vehicle collisions, and radiation(oh, here's the best part: Do you know how they did that? By converting cockroach blood into human blood... I swear, I am not making this crap up)... not that those, especially the latter, ever comes into play in this). A female reporter finds out... mainly because she's invited back after seeing something she shouldn't(by the boss who later sends his half a dozen or so half-metal warriors to kill people he just... didn't need to hire, who knew nothing), and, well, he booked the "having the subject gunning down targets that shatter if you throw a stick in their general direction" test *right* after the one he could show her without her realizing anything too dangerous. He also leaves her alone within reach of an important piece of equipment, and she runs off with it. You know, I've heard it's bad to wake someone up who's sleepwalking, but when your scriptwriter is clearly not quite awake as he's typing things out, you may want to break that rule. So two feds who retrieve people who don't pay in time... let me try that again... 2 repo men with guns(and the personalities of paper bags... one is blond, the other is darkhaired, avenges insults to his mother, is apparently a perv and eats a lot) are sent to get her, and through a series of odd misunderstandings, they help her instead. The characters are irritating and unlikable. Acting is poor. Dialog is meh. The exposition is painfully obviously delivered. We do get shootouts(including a rip-off of the police station scene in The Terminator), explosions and physical fights(albeit no sex or nudity! What gives?). Near the end, a couple of the guns are lame. The FX are fine, though it's mainly because this really doesn't go for that much... there's barely any metal-skin in this, in spite of the cover. Some of the music in this is awful, it sounds like a midi track for an old video-game. There is a bit of violence, and a little blood in this. I recommend this to the most forgiving fans of B-movies. 1/10

The worst of the Cyborg Cop series

The first Cyborg Cop I didn't find great, but it was reasonably entertaining and had John Rhys Davies, but I didn't care at all for the second one. But it was Cyborg Cop III that proved to be the worst of the series. As soon as you realise that it not only has a misleading title but it has no connection whatsoever to the first two(the second one had little connection to the first either but at least it had the same lead), you know there's something wrong. The acting is very poor with the lead uncharismatic and the rest ranging from hammy to bored-looking. But they are not helped by their stock characters or their stilted script with humour attempts that don't work at all. Nor by the derivative and dully paced story, choppy editing and action sequences that don't excite in any way. Overall, a poor movie, you may want to see it if you did by any chance like the two previous Cyborg Cop series, otherwise this entry is best avoided. 1/10 Bethany Cox

Terminal Cyborg

Of the three Cyborg Cop movies I have watched this one the most, even though it has no connection to the first two movies, so I'm personally giving this movie 8 out of 10 for replay value and enjoyability.

Cyborg Cop 3/Terminal Impact is a 90's sci-fi movie with that low budget charm that connoisseurs of trash cinema like myself really appreciate. And I say trash cinema with maximum respect for the creators of these low budget gems - Nemesis, Cyber Tracker, Cyborg Cop, Cyborg, etc, etc. I grew up with these movies and they hold a special place in my movie collection and my heart.

There is some good action in this movie with plenty of explosions, the two protagonists Max and Saint are likeable, it moves along at a brisk pace, there's another b-movie rip off of the police station shoot-em up scene from the Terminator, what's not to love.

Trash Cinema Forever.

Easy to get into the spirit of Terminal Impact.

Saint (Zags) and Max (Genesse) are Federal Marshals and also roommates (?) who get more than they bargain for when they cross paths with a newscaster named Evelyn Reed. While investigating a shady robotics company called Delta Tech, she takes a valuable microchip and the Delta boys want it back.

Fortunately for them, they're in the business of creating unkillable killbots that kill. So Saint, Max, and Evelyn go on the run, and meanwhile there is a lot of shooting and blowing-up of things as our trio of heroes fight the evil cyborgs. Or androids. Or whatever they are. It all comes to a head in a junkyard where man and machine meet in the ultimate test...and that's just Frank Zagarino! We kid, but...who will be feeling the TERMINAL IMPACT?

You might be surprised at how enjoyable Terminal Impact actually is. I know we were. That's because this film seems to get a lot of negativity online, and the first 35 minutes really aren't all that great. But once you get past that rocky first third, things change for the better - fast.

Miraculously, there's an almost complete turnaround from stupid and dumb to wonderfully stupid and dumb. We love to see that, as it almost never happens. We give the filmmakers a lot of credit for righting the ship like that.

At said 35-minute mark, this is what heralds the sea change: a shirtless Frank Zagarino is cooking in his kitchen while atonally and tunelessly crooning along to the radio while using an upside-down baseball bat as a microphone. It's unquestionably the movie's highlight.

In addition to that, we get a career-best (at least from what we've seen) performance from Genesse. He's got energy and sass, and, of course, a leather vest. The two guys have good chemistry together. Miller, as the third part of their trifecta, is nice to look at but her line deliveries are somewhere between Leo Fong and Don "The Dragon" Wilson in the "it sounds like I'm not just reading - but flatly reading - my dialogue" department. But it's all in good fun.

It's a buddy action/comedy with some light sci-fi elements. It's almost a bizarre cross between Robowar (1988) and Drive (1997), but is nowhere near the class of those two. I wonder where the screenwriters got the idea for a human-like super-robot that's searching for a woman? We haven't seen anything that blatant since Termination Man (1998).

Like the movie itself, the score is not very good until it reaches a certain point - in this case, the car chase. Overall, the blow-ups are of good quality and the stuntwork is especially notable, highlighted best during a showstopper during the parking lot battle. You'll know what we mean when you see it.

While it takes place in Iowa, but was shot in South Africa (as many Nu Image movies were at that time), we couldn't help but notice that the headquarters of Delta Tech in the film was at Fairfield University - which is the name of a real college in Connecticut. We know, it gets a little confusing, but other things to note are the healing powers of the robots are pretty cool and the main baddie has a great voice and he looks like Anthony Michael Hall. That, and Zagarino's singing voice, of course.

We can only surmise that anything negative said about the film is based on its first third, which is, admittedly, not great. Sure, it's not the most intelligent movie in the world overall, but you don't go to a Frank Zagarino-Brian Genesse film made by Nu Image if you're looking for cutting intelligence.

If you can get past the rather uninspiring beginning, you will get into the spirit of Terminal Impact.

IMPORTANT ADDENDUM: While one of the alternate titles is Cyborg Cop III, there are no cyborg cops in the film.
