Since the Government of the country has resigned, and the country is waiting for fresh elections, the President is in charge of the country. SD Sharma implements President's rule in the country in light of the prevailing financial crisis and the threat of terrorism against the country. Don Quixote plans to incite riots all over the country at midnight. As Army controls internal riots, external enemies will push their terrorists into India, and during this chaos, Don will replace the President of India.
Hero (Shah Rukh Khan) is new to Bombay and broke. Hero came to act in the movies and ended up on the streets with his dreams shattered. Miss India (Deepa Sahi) is busy living it up the night she meets Hero as this is her last night of freedom. They meet at Marine Drive and decide to spend the night entertaining each other in any way possible. Throughout the night Hero and Miss India run into Havaldar (Tiku Talsania).
Miss India wants Hero to make her laugh, and they roam the streets of Bombay at night looking for fun. In exchange, Miss India feeds Hero. Together they encounter the diversity of India, a microcosm of different cultures (home grown and foreign influenced), music (classic or western), religions, economic status (rich and poor) and beliefs (Scientific, spiritual or downright superstitious), which comes together as an unfinished country known as India.
Meanwhile, Don Quixote's son Prince (Javed Jaffrey) has set his eyes on Miss India, who shows no interest in him. Prince wants Miss India to go with him and presents her a necklace as a gift. Miss India rejects the gift and tells him that he cannot order her around. Prince considers her as his personal property. He represents the entitlement attitude of the privileged class in India. Hero says that everything Prince has belongs to his father and he has earned nothing himself. Prince threatens Hero to back off, but he says that the power of love is bigger than the power of weapons, and forces Prince to retreat.
Hero and Miss India are imprisoned by Havaldar when their truck rams into a police paddy wagon. Prince asks Don to get Miss India released, but she refuses to leave without her friends. Havaldar is forced to let them go, as Miss India threatens to kill herself and that would lead to needless escalation.
The night turns out to be an adventurous one for Hero and Miss India. Hero discovers that Miss India's father (Tinnu Anand) is a drunkard who wants her to enter prostitution, while Miss India discovers that Hero has a brain tumor and finds an X-ray in his bag which is proof of the same. Hero falls in love with Miss India. As they serenade each other, Prince finds and confronts Miss India. Prince attacks Hero, but he and Miss India manage to escape.
Hero and Miss India gain access to a convention center after changing into some fancy clothes that they stole from a showroom. Unknown to them, this is where Don was implementing his plan to switch the President. The President arrives for inauguration and is engulfed in a bomb blast, which drops his glasses to the ground. Hero retrieves the glasses but finds that the man being rescued by the security forces (who also looked like the President) already had glasses. When they find out Quixote's plans, they decide to save the president.
Don triggers the riots, but Prince goes to save Miss India. Don goes after Prince to protect him from the riots. Prince abducts Miss India from the streets and brings her to his palace. Hero follows her. Quixote is killed in some riots and Prince takes his throne. Prince decides to continue his father's plan. Hero reaches Prince, who had kept Miss India captive. After a brutal fight, Hero beats Prince, and rescues Miss India.
Hero (disguised as Prince) and Miss India, manage to enter the auditorium where the auction is taking place. At the auditorium, Nathuram, as President, declares his intention to auction off the country to the highest bidder. Hero drives up the prices to the point of 100,000 Billion dollars.
Prince, in his father's Don attires, suddenly makes an entry with his henchmen. Hero is caught and imprisoned with the real President SD Sharma. SD Sharma and Hero work together to escape the cell and re-enter the auditorium, where the auction has been reset. Prince buys the country for Rs 1 and drapes a flag around him.
Hero, Miss India, and their friends successfully overpower the cronies. Some people previously rescued by Hero and Miss India kill the fake president, pushing a hose in his mouth, causing his stomach to inflate and explode. When Prince attacks Hero and Miss India, causing all three of them to smash the glass and fall out of the building, Hero and Miss India create a parachute from an Indian Flag, taken from Prince's body. During the jump, Prince falls to his death. Hero and Miss India land on the roof of a double-Decker bus, and Hero declares that he is glad to be alive.
