John Clark is arrested when an anonymous tip says there are drugs in his car. When investigated, four ounces of heroin are there (an amount which brings a felony into the picture). There is no question of a setup and he has two adversaries. One is the IAD guy who has made it a point to attack the 15th squad. The other is the cop, Laughlin, who John fingered for having sex with a seventeen year old auxiliary cop who was found dead. The other cases which pales are the death of a virago who was despised by just about everyone she met and a guy who tried to help young street people. He was full of himself and made them feel like crap. Garbage In. Garbage Out.

"Arrested Development"

Things aren't going all that well in the McDowell/Sipowicz household with a sick baby and Theo wetting the bed. But that's nothing in comparison to the problems John Clark has when IAB detectives attend the stationhouse with a search warrant. An anonymous tip has been phoned in, alleging that Clark has drugs in his car. The IAB cops search his car and find a large bag of heroin. Clearly a plant the way they found it so easily - my money is on the weaselly Officer Laughlin, and Sipowicz agrees. Clark is getting nothing in the way of sympathy from IAB, even though Blind Freddy can see that it's a setup.

(Can't wait to see where this storyline goes. Surely - SURELY! - it has to be Laughlin. Usually, they don't telegraph this sort of thing but nothing else makes sense. We'll see...)

The main case of the episode is an old lady who is murdered with a cordless drill. The more the detectives investigate, the more it turns out that no one really likes here.
