I remember this from many, many years ago. It was part of an excellent series of sci fi plays, one or two of which were later remade as part of the Out of the Uknown series. Whilst my memories of this have faded over the years, I do remember that it was full of atmosphere and with an intriguing plot. Which was taken from a short story by Philip K Dick and adapted and anglicised by Terry Nation who went on to use elements of this story in his first Dalek serial for Doctor Who. I remember vividly the last line of the play in which the fugitive scientist realises he's the walking bomb and detonates himself with the line: 'Then, if I'm not Carter, I must be.............' Boom. I believe that an audio only version of this broadcast has survived. If so, then it might bve worth checking it out.
