At the start when Neelix is playing pool with Tuvok and plays the safety shot he does not hit any balls. This would have been a foul meaning Tuvok could have placed the cue ball anywhere on the table and had two shots.
Janeway as previously discussed, gave the Doctor the power to turn himself off and also prevent himself being turned off by others, yet he does not do so when Jetrel deactivates him.
While guests on the ship may be given access to use some of the computer systems - (replicators, turbo lifts), it is unlikely that Janeway would have given Jetrel access to the EMH program. Thus, he should not have been able to turn off the Doctor.
Given how dangerous the metreon cloud is, it is odd no more precautions were taken in collecting it, such as placing the containment vessel in an otherwise empty room rather than beaming the sample aboard a bustling engineering room.
And given this danger, Jatrel's past, and Janeway's aversion to aliens gaining access to Federation technology, it is odd Jatrel has been allowed to wander the ship unaccompanied. He not only was able to examine the ship's transporter systems, but was allowed to undertake experiments on the metreon material with no other humans keeping an eye on him--just the holographic doctor.
