This episode marks the first appearance of Voyager's brig.
This is the first Star Trek episode whose development involved Mike Sussman, who was a writing intern on the series at the time and went on to write or co-write ten subsequent episodes of Star Trek: Voyager and twenty-two of Star Trek: Enterprise (2001). This is also the only episode of Voyager's second season that Sussman worked on.

Brad Dourif (Ensign Suder) played a similar character in Passing Through Gethsemane (1995), another space serial from about the same time. He also played a killer in Beyond the Sea (1994). He is also very well known for voicing Chucky, the psychotic, serial killer doll.
Given the nature of the crime and the Doctor's discussion with Tuvok about civilized humans having to suppress violent instincts that come from their evolutionary past as predators, it is ironic--perhaps intentionally so--that Suder said the murdered crewman was sitting at the "impulse control" system panel when he attacked.
