The Borg's tactical scan reveals that Voyager has a current compliment of 32 photon torpedoes.
Voyager started the series with 38 photon torpedoes and, up through this encounter, have launched at least 20. Photon torpedoes were one of the resources stated early on to be irreplaceable.

After Janeway and Tuvok beam to Cargo Bay 2, their arms change positions when Chakotay checks on them between shots.
Seven says she was with the Collective for 18 years. Later, in The Raven (1997), she reveals that she was taken by the Collective on her 6th birthday, which would make her approximately 24 years old in the Scorpion serial. No explanation is offered (and no questions asked) as to how someone born in the Alpha Quadrant got to the Delta Quadrant in such a short amount of time.
In the season five two-part-episode Dark Frontier (1999)(#5.15), this explanation is given, so this is not a plot hole.
The Doctor administers his experimental treatment to Ens. Kim and within seconds the alien biomass consuming his face disappears, revealing healthy skin. Since the treatment was only designed to destroy the alien biomass consuming him, Kim's face should have been a mass of bloody, wounded flesh.
The size of Voyager in comparison to the Borg cube varies wildly between shots.
In Scorpion (1997), Ensign Kim received a blow to the chest from the alien. The alien infection from this contact, according to The Doctor, eats him alive from within, attacking every organ; yet, it's Harry Kim's face and head alone that seem under attack. His recovery is monitored only by how good his face looks. Cosmetic restoration shouldn't be the summation of his physical problems - and stopping the flesh-eating disease shouldn't mean its reversal.
At one point (see Quotes), Seven of Nine displays a detailed knowledge of Voyager's photon torpedo inventory. Tuvok asks where she got this information. Tuvok (or the writer) appears to have forgotten that the Borg completely scanned Voyager in Scorpion (1997) - One of the 15 Cubes that passed them stopped long enough to do the scan. All the information retrieved would have been shared with all other Borg Cubes in the area, including the Cube Seven of Nine was on.
The Borg attempt to affix transceivers to Janeway and Tuvok's necks to eliminate the inefficiency of verbal communication. Janeway offers a compromise of having the Borg select a single representative for the Starfleet officers to interact with instead. The Borg agree to this solution and introduce Seven of Nine. But Janeway and Tuvok would still need to verbally communicate with Seven of Nine (who then confers with and speaks for the Collective), so the inefficiency of verbal communication has not been addressed at all. They've merely switched from speaking to Janeway via a disembodied voice to speaking to her through a single drone.
