Stephen Rowe is found "not guilty" in the trial about his wife's murder, because of "things unseen" (there was never any body found) but obviously - at least from this introductory segment - he's guilty. Moments after the verdict, someone fishes out part of Melissa Rowe from water.....but it's too late....or is it?
Since the cameras focused a couple of times on an older man in the audience at the trial, I just hoped I wasn't going to see another predictable father-takes-revenge-on-his-own sidebar here but he did something but not what I presumed.
Quick investigative work (impossibly quick!) discovers that Mr. Rowe is a White Supremist which explains why he murdered his wife (she was half-black and he didn't know it until after the marriage) and the theory is that he also might have killed someone first. Someone else is being blamed for that murder but Horatio is hoping to get Rowe on that charge since double jeopardy applies and they can't try him again on his wife's murder. It has all the earmark's of Rowe's murder. That quest - to find his first victim - forms the bulk of this story.
