- Jack Bauer: Of course I have regrets, Senator. I regret losing my family. My wife was murdered because I was responsible for protecting David Palmer during an assassination attempt. My daughter can't even look at me. Every day, I regret looking into the eyes of men, women, and children knowing that any moment, their lives might be deemed expendable in an effort to protect the greater good. - Larry Moss: [Over the phone] Ryan Burnett is dead
- Janis Gold: How?
- Larry Moss: Bauer was interrogating him when "it" happened and we're responsible
- Janis Gold: Your saying Bauer killed Burnett?
- Larry Moss: I don't know, he escaped before I can get to him: he called me and said he was being "set up" but he wouldn't come in. I lost him and it's on me to find him
- Janis Gold: Just tell me what you need
- Larry Moss: I already sent out a priority all agency APB, I need you to follow up on that. I'm back to the office right now, I'll coordinate the search operation from there
- Jack Bauer: [Over the phone] don't hang up please. Whatever they told you, I did not kill Burnett: Bill was right, there's still very powerful people involved in this conspiracy that were not named in Dubaku's hard drive: their trying to cover their tracks. They killed Burnett and their framing me for it
- Renee Walker: Even if I could help you, Larry has every law enforcement agency in a hundred mile radius looking for you and I have been suspended
- Jack Bauer: All I want you to do is make an ID, I got a frame grab from the hospital surveillance, I sent you a photo of the man who did kill Burnett, and it's in your inbox. This man is the only connection I have to whoever else involved in this "thing", please I need your help. Look, I know you don't agree with some of things I did today but I'm telling you the truth
- Jack Bauer: [after she doesn't respond] I'm sorry I made a mistake
- Renee Walker: [Before hanging up] I'll call you back at this number
- Greg Seaton: If Bauer connects us to Juma, it could "seriously" impede this operation
- Jonas Hodges: Yes, it could. Is the shipment on time?
- Greg Seaton: Yes, it's due into port in the next hour
- Jonas Hodges: Then I don't foresee a problem. Once the weapons are deployed, then it doesn't matter what Mr. Bauer or anyone else knows
- Jonas Hodges: [after noticing Seaton looking nervous] is something wrong?
- Greg Seaton: No, sir
- Jonas Hodges: I get no "pleasure" from the knowledge that people will die at our hands. One single soul, the lost of one soul is tragic to me: let alone the numbers we're talking about but do not forget that every war worth fighting, involves collateral damage, and what we're doing, is fundamentally and absolutely necessary and I know you understand that

- Renee Walker: [while reading from her computer monitor] John Quinn, Black Ops combat vet: served tours all over the world, now he works for Starkwood
- Jack Bauer: The defense consultants?
- Renee Walker: Yeah, they started out as consultants but for the past few years when you were out of the country, the Pentagon outsourced billions of dollars in contracts to them
- Jack Bauer: What kind of contracts?
- Renee Walker: Manpower, Starkwood is basically a private army. They recruited ex-soldiers, SWAT team members from around the world then they hired them back to the military security teams. We're talking thousands of men deployed here and abroad
- Jack Bauer: Did Starkwood work with Juma?
- Renee Walker: they did, it wasn't on the books. You know if anyone knows, it's Senator Mayer
- Jack Bauer: Why Mayer?
- Renee Walker: After he disbanded CTU, he launched several investigations: one of them was looking at Starkwood
- Jack Bauer: What were they accused of?
- Renee Walker: The hearings were classified but supposedly, Mayer has enough to put them out of business
- Jack Bauer: Ok, I'm going to need to talk to him: see if you can access the CIRT logs, they should have a location on him
- Renee Walker: Ok, I'll send Mayer's location as soon as I have it
- Olivia Taylor: [while in the Oval Office] I have a thought about the speech if you'd like to hear it?
- President Allison Taylor: Of course
- Olivia Taylor: Right now your main focus is "reassurance", the attacks are behind us: everything is going back to normal but I think you're missing an "opportunity" here?
- President Allison Taylor: To do what?
- Olivia Taylor: Claim "victory", to say standing up to Juma's tyranny works and your decision to send troops into Sangala was the right one
- President Allison Taylor: I'm not sure this is the "appropriate" time to sound triumphant. A lot of lives were lost today
- Olivia Taylor: And by addressing those deaths, you give them "meaning." Those people are heroes who died in a war worth fighting
- President Allison Taylor: [after thinking about it] let's work "it" in
- Ethan Kanin: [after entering the Oval Office] madam President, I have some "troubling" news: am I speak to you alone?
- President Allison Taylor: You may speak "freely" in front of Olivia
- Ethan Kanin: Just after the attack on the White House, Jack Bauer came forward with a disturbing "claim." He said there were people still at large who were involved in the conspiracy: persons unknown who had helped Juma plan and execute the attacks
- President Allison Taylor: Did Bauer have any evidence of this?
- Ethan Kanin: Nothing "concrete", but he "promoted" the notion that Ryan Burnett was our best chance to identify these people and Bauer asked to be "allowed" to question him. This was supposed to be a "controlled situation." A "ploy" to intimidate Burnett into giving up intel. So I granted Bauer's request. It was a terrible mistake
- President Allison Taylor: [Sternly] what happened Ethan?
- Ethan Kanin: Burnett is dead
- President Allison Taylor: My God
- Ethan Kanin: The evidence "suggests" he was killed by Bauer
- President Allison Taylor: I don't believe it
- Ethan Kanin: His "claim" of another "party" being "involved" in the attacks appeared to have been a "fabrication"
- President Allison Taylor: A "fabrication"?
- Ethan Kanin: It may have something to do with Bill Buchanan's death: no one knows but madam President, I take full responsibility. I was trying to "insulate" you to provide you with deniability in case anything went wrong
- Olivia Taylor: Or was it because you thought the President would say no?
- President Allison Taylor: [Implying to her not to start an argument with Ethan] Olivia...
- President Allison Taylor: [to Ethan] where's Bauer now?
- Ethan Kanin: At large. The FBI is devoting its full resources to the manhunt
- President Allison Taylor: Let me know the minute they find him
- Ethan Kanin: Yes ma'am. Madam President... I'm sorry
- Larry Moss: [Confronting her in a hallway with security] where's Bauer?
- Renee Walker: I don't know
- Larry Moss: [Pointing his finger at her] don't you lie to me: we traced two calls from your cell to a phone that was reported stolen and we know you accessed classified databases and sent "someone's" name and address to Bauer. That makes you an accessory after the fact, tell me where he is
- Renee Walker: I can't
- Larry Moss: Damn it
- Renee Walker: I still don't believe that he did this
- Larry Moss: Then explain to me why his not turning himself in and letting us help him find this mysterious third party?
- Renee Walker: Because he was framed and he doesn't trust our ability to work through it. And you know after what we put him through, can you blame him?
- Larry Moss: You're actually willing to sacrifice "everything" to protect him?
- Renee Walker: Once Jack finds the evidence, he will call us
- Larry Moss: Janis is decrypting what you sent: it's not going to take her a long time. We are going to find him, help me, I'll let the AG know you cooperated
- Renee Walker: [Shakes her head] I'm sorry
- Jack Bauer: [after breaking into Mayer's home] keep your hands where I can see them
- Senator Blaine Mayer: [Surprised to see him] Bauer
- Jack Bauer: Take a seat
- Senator Blaine Mayer: [Noticing Jack holding a knife] I know what you did to Ryan Burnett, I'm not going to let you butcher me like you did him. You want me dead? You'll have to kill me where I stand
- Jack Bauer: If I wanted to kill you, you'd be dead already: now take a seat
- Senator Blaine Mayer: You're a real enigma, after you saved the President from terrorists, you murdered a federal witness in cold blood
- Jack Bauer: I didn't kill Burnett
- Jack Bauer: [Shows him a photo] this man did, do you know who he is?
- Senator Blaine Mayer: No
- Jack Bauer: His name is John Quinn, he works for Starkwood
- Senator Blaine Mayer: What in the world would Starkwood would have to do with this?
- Jack Bauer: I don't know yet but I do know they sent someone to kill Burnett and frame me to cover up their involvement in everything that's happened today, including the attack on the White House
- Senator Blaine Mayer: [as Jack sits in front of Mayer's computer] that's a hell of a theory but you'll have to "spin" a better story than that if you expected it to get you off the hook
- Jack Bauer: I did not come here to "clear" my name. I'm trying to understand the "connection" between Juma and Starkwood
- Senator Blaine Mayer: There isn't one, I've spent the better part of six months investigating Starkwood. If there was a "connection" to Juma or Sangala, I would know
- Jack Bauer: I want to see every file you have concerning that investigation
- Senator Blaine Mayer: Look, Starkwood has let their security team run amuck all over the world, with no oversight: they bribed their way into large contracts, tried to influence foreign policy to their own benefit. All good reasons, why this country should not be outsourcing it's military operations to private corporations and I am going to shut them down but there is nothing remotely suggests they'd be involved in terrorist attacks on their own country: for any amount of money
- Jack Bauer: Maybe they have different reasons for helping Juma?
- Senator Blaine Mayer: Like what?
- Jack Bauer: I don't know. Sir, I believe this country is still under attack and there has to be a "reason"
- Senator Blaine Mayer: Damn it, I'm supposed to believe this from a man that's holding me hostage?
- Jack Bauer: [Sternly] I need access to those files
- Senator Blaine Mayer: [Stands up] and if the "connection" between Juma and Starkwood isn't there? Will you turn yourself in then?
- Jack Bauer: Just open the files sir
- Ethan Kanin: [Whispering to each other during President Taylor's press conference] I see your up back to your old "tactics"
- Olivia Taylor: What?
- Ethan Kanin: You "leaked" the story of Burnett's murder and my involvement to the press
- Olivia Taylor: I don't know what you're talking about
- Ethan Kanin: Don't bother denying it, I can count on one hand the number of people who knew I had authorized Bauer's release
- Olivia Taylor: So another one of your "errors in judgment" bites you on the ass and you think you can lay the blame on me?
- Ethan Kanin: Do you realize what you've done? In trying to hurt me, you have done tremendous damage to your mother. The President has gone on record that torture is unacceptable under any circumstances. When this gets out, it'll look like Bauer was going against exactly that: it'll be a political disaster. You've gone too far this time
- Olivia Taylor: I'm not listening to you anymore
- President Allison Taylor: [during a press conference] my fellow Americans, John Adams, the first President to take up residence inside the White House, once prayed for heaven to bestow it's blessings on this place. Tonight, those blessings have seen us through a brutal attack by a desperate tyrant: we have lost friends and loved ones here but we have prevailed. I have commanded law enforcement agencies, emergency services, and first responders to keep their guard up. Make no mistake, today's attacks intended to crush our resolve, America is not so easily broken. Our military actions in Sangala has been a success, at this hour, our forces have taken control of Sangala city: we have won
- Morris O'Brian: [after Larry introduces himself] yeah, I'd like to see my wife
- Larry Moss: [Before picking up a remote control to turn on a television monitor showing Chloe in a holding room] alright
- Morris O'Brian: What the bloody hell are you holding her for?
- Larry Moss: Obstruction: evidence tampering, I think you should more concerned on what you can do to get her out
- Morris O'Brian: I'm sorry?
- Larry Moss: Help us find Jack Bauer
- Morris O'Brian: Last I heard from Chloe, Jack was working for the Bureau: that's "you", if I'm not mistaken
- Larry Moss: He was, until he "snapped" and murdered a federal witness
- Morris O'Brian: Really? I find that hard to believe
- Larry Moss: All that's relevant here is that your wife is going to be prosecuted for colluding Bauer unless you help us find him
- Janis Gold: [Walking closer to him] Mr. O'Brian, a short time ago one of our agents was in touch with Jack Bauer, she sent a name and address that we "assume" is his next destination. Unfortunately, it's encrypted with Blow Fish 148, no one knows how to "crack" that. Therefore, we need your help, please?
- Morris O'Brian: [to Larry and Janis] you have to understand something: Jack Bauer and my wife have a very long history, I consider him to be a "friend"
- Larry Moss: And he'll have his day in court but the case against your wife is "rock solid"
- Morris O'Brian: [Softly] I can't
- Larry Moss: [Sternly] we're talking about her serving a minimum sentence of fifteen years: your son will be nineteen years by the time she gets out of prison
- Morris O'Brian: [after thinking it over] I want guarantees of full immunity, no jail time, and expulsion of all charges from her record

- Ken Dellao: [Whispering to each other during President Taylor's press conference] I was wondering if you can confirm some information I received a short time ago?
- Ethan Kanin: This is clearly not the time...
- Ken Dellao: [Insistently] I'm going to be reporting in this evening's broadcast that a rogue ex-federal agent named Jack Bauer is the prime suspect in the murder of Ryan Burnett
- Ethan Kanin: Where did you get this?
- Ken Dellao: So it's true then?
- Ethan Kanin: I'm not confirming anything
- Ken Dellao: I'll also be reporting that you authorized Bauer's release from custody and "arranged" for his "access" to the victim
- Ethan Kanin: I said "no comment"
- Janis Gold: [after entering his office] I isolated the data Renee uploaded to Bauer but I couldn't get past the file header
- Larry Moss: What does that mean?
- Janis Gold: She encrypted the name and address she used and I can't seem to "crack" it
- Larry Moss: You can't?
- Janis Gold: She used her personal computer: this is a very serious encryption. I mean there are some high level people who can do it
- Larry Moss: Like who?
- Janis Gold: Chloe O'Brian but from what you've told me, she's too loyal to Bauer
- Larry Moss: Is her husband still here?
- Janis Gold: Yeah, his waiting to see you
- Larry Moss: According to her file, his a level six analyst too
- Chloe O'Brian: [after being released from holding] I can't believe you: your helping them catch Jack?
- Morris O'Brian: [Innocently] I did it for you
- Chloe O'Brian: This is the last thing I would've wanted. How could you do this?
- Morris O'Brian: [Sarcastically] let's see, for a start, I thought it might be nice to spare Prescott the "inconvenience" of having a convict for a mother
- Chloe O'Brian: [Irritated] Jack saved your life
- Morris O'Brian: I don't deny I owe him but my child and my marriage comes first and it should for you too: you've helped Jack enough, you have. You can't go "deciding" to make the... sacrifice on your own anymore
- Chloe O'Brian: [Insistently] but he didn't do what their saying he did
- Chloe O'Brian: Then he can prove that when they take him into custody

- Senator Blaine Mayer: So you think I'm naive to believe we need to hold ourselves to a higher standard of conduct?
- Jack Bauer: [while using Mayer's computer] it doesn't even matter what I think: you just need to understand where I work, things get a lot more messier than where you work on the Hill
- Senator Blaine Mayer: What you've lost is tragic but what you've been compelled to do in the name of saving innocent life is tragic: sometimes we need to incur the most horrible losses in order to uphold the ideals that this country was founded on. How can we presume to lead the world unless we set an example?
- Jack Bauer: [amused] you make it sound so simple
- Senator Blaine Mayer: Maybe it's simpler than you think? Maybe all things that you've seen and all the things you've done have clouded your vision?
- Jack Bauer: [ignores his questions, referring to the crime scene photos on the computer monitor] look at this, tell me about this car accident?
- Senator Blaine Mayer: That has nothing to do with Juma
- Jack Bauer: Who was the victim?
- Senator Blaine Mayer: A source inside Starkwood, a whistleblower. Unfortunately, he was also a drunk, he was killed when he wrecked his car on his way back from Atlantic City: blood alcohol was off the charts
- Jack Bauer: [after zooming in on a photo of Quinn] this was no accident, your informant was murdered by the same man who took Ryan Burnett out this evening
- Senator Blaine Mayer: What does this mean?
- Jack Bauer: They were scared on what he had to say. What does your informant have on Starkwood?
- Senator Blaine Mayer: He made a lot of wild accusations but not a single one of them panned out
- Jack Bauer: Maybe you didn't dig deep enough. I need to know exactly what he told you
- Senator Blaine Mayer: He alleged that Starkwood was blackmailing Pentagon officials: that they were involved in assassination plots, even that they were seeking to acquire WMD's
- Jack Bauer: Specially what?
- Senator Blaine Mayer: I don't remember but I'm sure the interview transcripts should be there
- Jack Bauer: [reading off the monitor] ok I got it. Oh my God, that's it
- Senator Blaine Mayer: What?
- Jack Bauer: Your informant claims that Starkwood tried to acquire a bio weapon: that's your connection to Juma
- Senator Blaine Mayer: I don't understand
- Jack Bauer: When Juma was in power, it was rumored he was running an illegal weapons program. He was developing a bio weapon but nobody prove it. But the people I knew in Sangala believed he was testing these weapons on his own population. He used a remote village to release some kind of pathogen, everyone there was struck with dementia, paralysis, and eventually died
- Senator Blaine Mayer: Why wasn't this pursued?
- Jack Bauer: Because Juma destroyed all the evidence. He firebombed the village before anyone could get there and UN officials had a hard time believing that Juma had the technology or the expertise to develop such a weapon but Starkwood, they had both: technology and the expertise
- Senator Blaine Mayer: And what did Juma have to offer Starkwood?
- Jack Bauer: A safe haven to develop the weapon and an endless supply of victims to test it on
- Senator Blaine Mayer: Even if all of this is true, why in the world would Starkwood want a bio weapon?
- Jack Bauer: [irritated] you've been trying to dismantle Starkwood for the last six months, maybe they planned on fighting back but regardless, if they have a weapon like this, you better believe they intend to use it
- Olivia Taylor: [to her mother after entering the Oval Office] you wanted to see me?
- President Allison Taylor: [while Ethan stands next to her] yes, Ethan's just come to me with "something" very disturbing
- Olivia Taylor: I assume it's regarding the press and Jack Bauer?
- President Allison Taylor: Ethan seems to think you had "something" to do with it?
- Olivia Taylor: I didn't, I already told him that
- President Allison Taylor: Well, given the past experience between the two of you: his not "convinced"
- Olivia Taylor: And what do you think?
- President Allison Taylor: I think... I have to hear what you have to say
- Ethan Kanin: There's nothing she can say madam President, she was one of the few people who "knew" all the details
- Olivia Taylor: [to Ethan] it was more people knew than you think, I just got off the phone with the White House segment producer at CMB, he won't give me the source's name but his willing to confirm the leak came from someone inside the Federal Marshall's Office: who guarantee it didn't come from the White House or from me

- Olivia Taylor: The producer's name is Charlie Isaacson. Here's his number. You can call himself if you'd like?
- Olivia Taylor: [to her mother after Ethan doesn't take the piece of paper] I offered Isaacson some exclusive time with you if he "killed" the story and he agreed. So as long as we get Bauer in custody, we should be able to keep the fallout "contained"
- President Allison Taylor: Ethan, I think under the circumstances, you were mistaken, I'm "satisfied", are you?
- Ethan Kanin: Yes madam President, I'm sorry Olivia, if I "misjudged" the "situation" and "you"
- President Allison Taylor: I want to know if the FBI is any closer in finding Bauer
- Ethan Kanin: Yes ma'am
- President Allison Taylor: [to Ethan before he leaves] that's all

- Olivia Taylor: I understand, Ethan didn't give me much of a choice. I just hope they find Bauer before this gets any worse
