- Chloe O'Brian: You don't look fine.
- Jack Bauer: Maybe a little tired.
- Renee Walker: Tell me what the hell is going on?
- Jack Bauer: Tony was working with Galvez all along: he used all of us so he could get to the canister
- Renee Walker: So what're you saying? Tony... killed Larry?
- Jack Bauer: Yes, they must've ambushed them as the chopper was setting down. Tony stayed behind so he could monitor our search to make sure Galvez could get behind the perimeter
- Renee Walker: Jack...
- Jack Bauer: I'm so sorry, this is my fault, and I vouched for him to you, to the President. I made a terrible, terrible mistake. I felt something wasn't adding up but... I just so wanted to believe
- Tim Woods: [Briefing the President in the Oval Office] one of the Marines that were guarding Hodges noticed he was trying to swallow "something". He intervened got him to the hospital before the poison could be completely ingested
- President Allison Taylor: So he'll survive?
- Tim Woods: Yes, ma'am but the doctors are surprised he pulled through
- President Allison Taylor: Because they never met the son of a bitch. How did Hodges get this poison?
- Tim Woods: We "suspect" from a woman who "claimed" to be attorney
- President Allison Taylor: "Claimed" to be?
- Tim Woods: She was an imposter: DC police found the body of Hodges' real attorney five minutes ago. We're still trying to determine how she breached security
- Tony Almeida: [after he lets her into his motel room] hey
- Cara Bowden: [When she sees Galvez's dead body] I'll assume that necessary?
- Tony Almeida: Don't start with me, I'm not in the mood. Mr. Galvez decided to hide the canister from me. So I needed to find out where it was
- Cara Bowden: We've got a delivery to make: should we go?
- Tony Almeida: No, I don't think we should
- Cara Bowden: [Surprised by his response] their expecting us
- Tony Almeida: Yeah well, the way I see it their going to take this canister that I sweated blood for and "sit on it" for six months
- Cara Bowden: Not "sit on it". They're going to use it to make more pathogen: we had twenty seven canisters now we only have one
- Tony Almeida: Yeah, I say one's enough. Look, the government's reeling, the FBI's stretched thin, scrambling and making mistakes, another attack today is all we need to push this thing right over the edge. This is no time to pull back, I say we take the canister and finish the job off today
- Cara Bowden: [Rubs his cheek] I don't disagree with you but it's not our decision to make
- Tony Almeida: Fine, then run it by your "group", or your "gang", or whatever the hell they are but they'll know one thing: you finish your enemy off when his dying, you don't let him get back up and reload. I guarantee you, this thing is going to be a hell of a lot harder to pull off six months from now. You can say what you want about Jonas Hodges, the fact is he gave us an "opportunity" today, let's take it
- Cara Bowden: [after thinking it over] I'll contact the "group"
- Tony Almeida: Good
- Olivia Taylor: [after she enters the Oval Office] is it true the FBI's perimeter was breached?
- Tim Woods: I'm afraid so: the canister is now outside the Cordon
- Olivia Taylor: What're we doing to get it back?
- President Allison Taylor: Tim, would you please excuse us for a moment?
- Tim Woods: Of course
- Olivia Taylor: [Sitting down] what is it?
- President Allison Taylor: I need you to call the Attorney General and draft a Witness Protection Agreement for Jonas Hodges
- Olivia Taylor: Witness Protection? You can't be serious
- President Allison Taylor: Less than an hour ago, Hodges tried to kill himself and we all believe he must've been coerced
- Olivia Taylor: By whom?
- President Allison Taylor: You remember his rant? That he's a cod in a larger conspiracy, there are others that will carry on?
- Olivia Taylor: And you think they're the ones who took the canister?
- President Allison Taylor: We need to find out, which is why we need to get Hodges to talk: we feel "confident" that he will that we can assure him that these people will believe his suicide attempt actually succeeded. We need to make him disappear, which is why I need the protection agreement. There's no other way he'll talk
- Olivia Taylor: [Sternly] designate him an enemy combatant, and then treat him like one
- President Allison Taylor: We don't do that: not in this Administration and it's not like his getting a "free pass." He'll be under federal supervision for the rest of his life
- Olivia Taylor: Oh yeah, in a hundred acre ranch in Colorado. This man murdered your son... my brother. Not to mention hundreds of innocent civilians
- President Allison Taylor: You don't need to tell me what his done
- Olivia Taylor: Apparently, you do
- President Allison Taylor: [Raises her voice] stop it

I'm Roger's mother but I am also the President of the United States and I placed my hand on a Bible and swore to protect and defend the Constitution. You are my Chief of Staff, I need you to "act" like one. Now Jonas Hodges is at the FBI and Jack Bauer will be there shortly. I need an agreement drafted
- Jonas Hodges: Who are you?
- Jack Bauer: My name is Jack Bauer, right now I'm the only chance your wife and children have to stay alive
- Jonas Hodges: Explain that to me
- Jack Bauer: The people who wanted you dead don't know you survived: tell us who they are and we'll keep it that way. The President's agreed to provide you with death certificate and witness protection in exchange for "actionable" information. If you refuse, it'll be released to the press that you are alive and in our custody that you're "cooperating." We'll let your friends take care of the rest
- Jonas Hodges: My family is innocent, the President will never allow that to happen: she doesn't have the stomach for it
- Jack Bauer: You might be right about that but make no mistake about it sir, I do. Trust me, do your family a favor, and just tell me who you're working with
- Jonas Hodges: I am... I was part of a larger group of "light minds"
- Jack Bauer: You mean other companies like Starkwood?
- Jonas Hodges: I mean people who can protect this country better than any government ever could
- Jack Bauer: There are hundreds of private military companies in this country, we're talking about tens of thousands of people

- Jonas Hodges: The plan was to launch simultaneous attacks early next year: multiple cities so the public could finally see the government can't protect them. They demand drastic measures and we'd step in

- Jonas Hodges: Simple: offload the blame. We were going to supply the enemies who want to destroy this country. Muhammad this, Ached that. From sleeper cells the apologists say don't even exist. You of all people should understand

- Jonas Hodges: I watched the Senate hearing yesterday and I was disgusted on how you were treated: you should be regarded as a hero, not a criminal

- Jonas Hodges: You were following your "instinct" to protect this country, just like me
- Jack Bauer: [Raises his voice] I need the names of the people you are working with
- Jonas Hodges: I have spent my entire life protecting this country from enemies large and small. I created Starkwood from the ground up. The government used us to great effect and now they think they could throw us away
- Jack Bauer: Are you telling me this has been about protecting your contracts? Protecting your money?
- Jonas Hodges: I tried to tell the politicians how vulnerable we are and they wouldn't listen so we decided to show them
- Jack Bauer: By attacking your own country with a biological weapon? By killing innocent people?
- Jonas Hodges: Yes, a few innocent lives would be lost but only to save the greater number, having the courage to make those hard choices gives us a lot in common

All that you've done today is to create a "scenario" by attacking your own country that has made you "valuable" again. Today has been nothing short of a "desperate grab" for power and it has failed. - Jack Bauer: [Interrupts him] I want the names
- Jonas Hodges: I don't have...
- Jack Bauer: [Yells] I want the names
- Jonas Hodges: [Yells] I don't know any
- Chloe O'Brian: [Over the phone] where the hell are you?
- Jack Bauer: FBI headquarters
- Chloe O'Brian: I've been trying to reach you all night: no one would tell me anything. Is it true about Bill?
- Jack Bauer: I'm afraid so
- Chloe O'Brian: What happened?
- Jack Bauer: He was killed during the White House siege. You should know those sacrifices were made to save the President. Listen to me, this threat is not over, we believe there's going to be a biological attack somewhere in area: soon. I need your help to stop it, I need you to reconstitute the CTU servers
- Chloe O'Brian: They were seized when CTU was decommissioned, I don't have access to them
- Jack Bauer: You will by the time you get here
- Chloe O'Brian: Who's doing this?
- Jack Bauer: We don't have all the "players", I'll fill you in as much as I can when you get here. I'm sending a car over to your hotel
- Jack Bauer: [after she doesn't respond] Chloe?
- Chloe O'Brian: [after thinking it over] send the car
- Jack Bauer: [Before hanging up] thank you
- President Allison Taylor: [Over the speakerphone] I'm here with Tim Woods. Have you secured the canister?
- Renee Walker: I'm afraid not ma'am, our suspect escaped beyond the perimeter
- President Allison Taylor: I was told the area was locked down. What happened?
- Jack Bauer: [Over the speakerphone on Renee's cell phone] he had help madam President: Tony Almeida
- President Allison Taylor: Almeida? He was working for us
- Jack Bauer: Yes ma'am, it only "appeared" that way. Apparently, he was pursuing his own agenda trying to get his hands on the canister. Madam President, I know I "vouched" for him. All I can tell you right now is that I was wrong and I'm sorry
- Tim Woods: Now that we know he has the canister, do we have any "idea" what he intends to do with it?
- Jack Bauer: No, not yet
- Tim Woods: Or where he is?
- Renee Walker: We're all hands on deck here sir: we're regrouping to develop leads
- President Allison Taylor: I may have "one". As Hodges was taken into custody, he yelled at me about some "larger group" continuing on after his arrest. Something I wouldn't be able to stop
- Jack Bauer: What'd you think he meant?
- President Allison Taylor: All I know for sure is "someone" doesn't want Hodges to talk
- Tim Woods: Shortly after he was arrested, he was visited by someone impersonating his lawyer: she apparently gave him some kind of lethal drug because ten minutes later he tried to commit suicide
- Jack Bauer: Tried to commit suicide?
- President Allison Taylor: He's still alive. Jonas Hodges was completely unrepentant. This suicide must've been coerced
- Jack Bauer: Well, obviously their holding something over him: most likely his family. If that's the case madam President, we need to talk to them
- President Allison Taylor: Jack, even after everything that's happened today, I will not allow any kind of "coercive interrogation"
- Jack Bauer: Madam President, that won't be necessary, he'll talk
- President Allison Taylor: How can you be sure?
- Jack Bauer: Because we can offer Hodges something he needs
- President Allison Taylor: What's that?
- Jack Bauer: Proof of death. We can convince the people that wanted him dead succeeded, it's the only way Hodges can protect his family. Madam President, right now he's the only lead we've got
- Renee Walker: [During a briefing] alright, before we begin everyone make sure you have your updated briefing packets and the latest CDC abstract. Jack, whenever you're ready
- Jack Bauer: Thank you, I know many of you have lost friends and colleagues today, I have too. Unfortunately, the time to mourn these brave men and women is going to have to wait. As many of you are already aware, we're facing the threat of a terrorist event somewhere on the eastern sea border. We don't have specific intel on a timetable of this attack but we do have reason to believe that the people behind this will want to strike immediately
- Tim Moran: [Introduces himself] excuse me, Tim Moran Field Ops. Who are the people behind this?
- Jack Bauer: Right now we only have two confirmed suspects: Tony Almeida and the woman he's been working with, we're still trying to identify her
- Renee Walker: The assumption is the two of are part of a broader conspiracy as outlined in your briefing material
- Tim Moran: And the nature of the attack? All it says here it's biological
- Jack Bauer: The actual pathogen is a Prion variant designed to attack the central nervous system and ultimately destroy it
- Janis Gold: Do we know what the target is?
- Jack Bauer: No, not yet: we're also unclear on the specifics on the delivery device
- Tim Moran: Well, what leads do we have?
- Jack Bauer: Right now, we're solely working off an operation theory that the people behind this will need to manufacture evidence in an effort to offload the blame for this attack to another group or an individual with terrorist sympathies. During the ensuing panic, these people will move in and seize power under the guise of creating and maintaining stability
- Renee Walker: So our job here is to look for traces of that manufactured evidence
- Janis Gold: How exactly?
- Renee Walker: Pattern searches of suspicious financial transactions, keyword intercepts of existing wiretaps of websites, emails, and data mining of all of NSA and CIA intelligence on jihadist activities over the past six months
- Janis Gold: Excuse me, not only that type of "blanket" surveillance illegal, we don't have the capacity to pull it off: a search algorism simply don't exist
- Renee Walker: Yes, they do at CTU
- Janis Gold: Those servers were decommissioned
- Renee Walker: Not anymore, we're in the process of installing them now
- Janis Gold: What does that make us? "CTU light?" Last I heard the Bureau was a federal entity bound by federal statute

- Chloe O'Brian: Yeah, I read it on the way over, it's terrifying. How "real" is this?
- Jack Bauer: Real
- Chloe O'Brian: We're getting access to the CTU servers right?
- Jack Bauer: Yeah, their coming online now
- Chloe O'Brian: Shouldn't I be supervising this?
- Jack Bauer: Yeah, look, there's something I need to talk to you about before we get started: there's no easy way for me to say this but Tony's been responsible for these attacks
- Chloe O'Brian: That's not possible
- Jack Bauer: He was using you and Bill all along. He's really been working for a group of private military firms trying to destabilize this country in an effort to seize power. So far today, his actions have cost the lives of hundreds of people but his threatening thousands more
- Chloe O'Brian: It doesn't make any sense, I know he was devastated from losing Michelle but...
- Jack Bauer: [Interrupts her] his not you're "friend." The Tony that you "knew" doesn't exist anymore
- Chloe O'Brian: There has to be a "reason"
- Jack Bauer: A "reason" for what? Bringing down two passenger planes? Trying to ambush twenty five Federal agents? He tried to kill me: he betrayed us all. You, me and Bill and right now our only responsibility is to stop him. Now I need to know you can treat him as an enemy combatant if you are with me on this
- Chloe O'Brian: Ok, I'll do whatever you say
- Jack Bauer: [Shakes his head] no, I need to know that "you" are with me on this
- Chloe O'Brian: I'm with you
- Jack Bauer: Ok, let's go
- Cara Bowden: [after driving up to Al-Zarian's residence, while reading off her laptop] his name is Jibraan Al-Zarian: twenty seven years old. His a day laborer at the Cabrera Granite Construction
- Tony Almeida: Immigration status?
- Cara Bowden: Illegal, visa expired as of January
- Tony Almeida: Any ties to any extremist groups?
- Cara Bowden: No, none: there's definitely anger there. Both parents were killed in a US airstrike by the Pakistani border when he was eleven at the time
- Tony Almeida: It fits the psych profile
- Cara Bowden: A bit of a loner: a mystery to his co workers

- Cara Bowden: One younger brother who's his raised pretty much on his own: it's perfect huh?
- Jibraan Al-Zarian: I just squeezed some orange juice
- Hamid Al-Zarian: I'm not very hungry

- Olivia Taylor: No, I imagine they wouldn't: it's a secret, highly classified, not that I give a damn. It's a "get out of jail free card" for Jonas Hodges, the bastard responsible for my brother's death, and so many others
- Aaron Pierce: I don't understand ma'am, Mr. Hodges "died" in a hospital
- Olivia Taylor: I wish that were the case but no and once the AG signs this Witness Protect Agreement, Hodges is going to live out his days in comfort and anonymity , while my brother lies in his grave in Arlington cemetery. Does that sound like "justice" to you?
- Aaron Pierce: No ma'am, it does not
- Olivia Taylor: And yet my mother saw fit to reward this monster for his cooperation

- Olivia Taylor: Almost four: actually I didn't expect to catch you at home. I thought you were in Florida doing opposition for the Gainer campaign
- Martin Collier: No, it didn't really work out
- Olivia Taylor: Why not?
- Martin Collier: Let's just say my methods were a little "hardball" for the Governor's taste. So, what can I do for you?
- Olivia Taylor: You heard about the attack on the White House?
- Martin Collier: Yeah, I watched your mom's address to the nation. It was really impressive: she continues to surprise, doesn't she?
- Olivia Taylor: Listen, I need your help, can we meet?

- Martin Collier: Well, it's the middle of the night you know. You've got to do a little better than that
- Olivia Taylor: We were in a dive hotel bar in Atlanta right after we picked Hayworth to be the running mate on the ticket. There was an "issue" regarding his abuse of a certain prescription drug and a local reporter who couldn't be "persuaded" to shut up about it. I remember you turned to me and said "There was no problem that couldn't be handled or eliminated"
- Martin Collier: Uh huh. Well, I was drunk
- Olivia Taylor: You were serious
- Martin Collier: [after thinking it over] you know you're right, we shouldn't be talking about this over the phone
- Olivia Taylor: How soon can you be at the White House?
- Martin Collier: How's fifteen minutes sound?
- Olivia Taylor: [Before hanging up] good
- Jack Bauer: [irritated of hearing Janis constantly complaining, rushing up to her] look, if your need to complain is more important than the lives of the people that are counting on us, go whine somewhere else!
- Chloe O'Brian: Jack, it's ok
- Jack Bauer: No, it is not ok. President David Palmer re-commissioned these servers because he felt it were vital to national security President Palmer made the call! Is that going to be good enough for you? Answer me
- Janis Gold: [nervously, before Jack Walks away] yes
- Chloe O'Brian: [referring to the fact that Jack mistakenly thought President Palmer was still in Office] there's something really wrong with him
- Chloe O'Brian: He said President Palmer
- Janis Gold: He meant Taylor
- Chloe O'Brian: He said it twice
