Hard To Find Witnesses Who Will 'Step Up'

You have to feel sorry for these detectives in many instances. How frustrating it must be - as shown in the case called "Steppin' Up" - to interview witness after witness with nobody willing to tell the truth. As Det. Robert Quirk points out, "They saw what happened, and they want the guy to go to jail but they don't want to be known as the one who sent him there. They don't want to be a 'snitch' because they have to live here." That's the dilemma, especially in a high-crime area.

However, somebody does finally "step up" and help the police and it comes down to the killer being either Tony or "Hot Boy." Finally, thanks to more help, it's Tony, who shakes his head in disbelief that someone would snitch....but he never confesses and we're left wondering what happened in this case. At least he was charged.

In the second case, a man is found lying in critical condition on a porch, after someone rang '911' for a shooting. The man dies en route to the hospital. That often happens in this cases on "The First 48." There are lots of witnesses here because there was a big basketball game across the street and troubled started when the victim started pushing a few people around. Before you know it, they are across the street and about seven guys are on top of the victim pummeling him. Somebody hears a shot and everyone flees. The man dies. Once again, all those people aren't talking. Nobody helps.

Officer JoAnn Miller and others finally track down a man called "Little Cuz." (Everyone has nicknames, they said, in the 'hood.) "Little Cuz" is charged and is awaiting trial.
