A- Gibbs cannot award Corporal Werth the Silver Star and B- if Werth was to wear or claim to have been awarded the medal he would be in violation of federal law.
When DiNozzo and Gibbs are talking to Sutherland in her office, she tells DiNozzo that a device he picked up is a light emitting diode which speeds the healing process. LEDs have absolutely nothing to do with healing, and are simply used as light sources.
In the hospital, after the escape a person can be heard calling out code red. Code red is hospital code for fire, not escape.
Near the end of the show, Werth calls Gibbs "Gunny" but nowhere in the dialogue so far has Gibbs told him his rank when he served.
When McGee pulls up a map indicating Cpl. Werth's past movements, a labeled arrow appears indicating Quantico Marine Base, Virginia. However, the arrow points to the middle of the Delmarva Peninsula (near Salisbury, MD), about 100 miles east of Quantico.
Gibbs gets one of the medals from DiNozzo's drawer for the Marine in the hospital. It is with others loose in the bottom drawer. Previously, Tony had them in a locked box in the drawer, where Gibbs would not have access to them. Plus, there were more now than previously.
