If Crabtree had been discovered there, it would have meant the end of his police career, and Edna would certainly have been evicted.
The premise is that Toronto is powered by direct current, which is safe. So even if Pratt's telephone had been wired to the "power outlet" as stated, it would have transmitted the safe DC power and not electrocuted him.
