The film was made around the four language groups around the Borroloola district in Northern Australia. These were: Mara, Yanula, Garrawa and Gurandji.
Apart from the credited produces and directors, the film is also collectively produced and directed by the Borroloola Aboriginal Community. They are also the cast and stars of this film.
The film has been released on videocassette in Australia as part of the Picturing Black Australia series.
The film was produced with the assistance of the Creative Development Branch of the Australian Film Commission.
Two Laws was made by peoples belonging to Mara, Yanula, Garrawa and Gurdandji language groups. It is in four sections: Police Times, Welfare Times, Struggle for Our Land and Living with Two Laws.
