Cadet Uhura and Lt. Commander Hemmer were working in the cargo bay, not the shuttle bay. So there is no continuity error in Spock and Singh being able to reach a shuttlecraft. Cargo bays also have external doors in order to load cargo that cannot be moved with the transporter, and also to vent hazardous material in an emergency situation where the transporter is not functioning.
When Pike asks M'Benga for a casualty report, he is told there have been (at that point) 9 casualties. It is later clarified that there had been 9 deaths. Casualties refers to both dead and injured. The task of holding a light could be given to virtually any uninjured crew member (failing using some sort of stand to hold it for him). Chapel is one of the top medical officers on board, and they are in a crisis for which M'Benga stated they activated every reserve medical officer on board the ship. Having Chapel hold a light instead of treating additional patients is a gross waste of her talents in a crisis situation.
