- Gibbs tries to reach Eli David and Vance on the walkie talkie. Vance comes to on the floor of a blasted-up room and sees people on the floor around him.
Vance hears someone coming and grabs a nearby gun. But it's Gibbs.
Vance has a belly wound. "I can't believe that happened again," he says.
Vance is wheeled into the hospital with serious wounds. We flash back to a young Vance rocking out to Tupac in 1991 at the Naval War College in Rhode Island. He's stopped by Whitney Sharp, from the Naval Investigative Service.
She wants him for an operation.
In the hospital, Vance tells Gibbs to get protective detail for his wife. He tells Gibbs he's in charge. Eli David is missing. McGee points out that everyone from the Palestinian group is dead except for the guy they have in custody. McGee orders the conference relocated to NCIS.
At the crime scene, Ziva bickers with Liat.
Washington, DC, 1991 Whitney trains Leon. She gets him a passport and says he's going to Amsterdam tomorrow. The op is called Trident.
Back at NCIS, all the old agents roam.
The blood trail at the scene indicates Eli David was kidnapped. Karif Yasim, the Palestinian terrorist, is being transferred, but he couldn't have hit the safehouse.
Agent McAlister wanders out, and suggests to Gibbs that just because Eli is missing, it doesn't mean he was kidnapped. It could have been an inside job. He says it wouldn't be the first time Eli tried to kill Vance. He pulls out the Trident file, which is heavily redacted.
1991, Amsterdam
McAlister spies Vance on the street and calls him over. He tells him to try to stick out more to meet "The Russian."
Vance guesses the Russian bribes sailors for intel. McAlister shows Vance a picture of the Russian and tells him he'll find him. McAlister thinks the Cold War is going to fire up again and is the future of intelligence.
A man watches from a café as Vance burns the photo.
At the crime scene, they find the blood drops are spaced to indicate Eli was walking. Liat and Ziva argue over what it means.
List finds writing in sand and quickly brushes it out before calling Tony and Ziva over to see the partial message, which says "house."
Ziva looks at it and knows Liat erased something.
Gibbs talks to Yassim and quickly realizes he had nothing to do with the attack.
Whitney Sharp visits Duckie in the morgue. They have a history.
They're interrupted by Tony and Gibbs. Duckie shows them shrapnel from Hadar and says the blast had an upward trajectory, like an IED.
Back in Amsterdam, Vance struts around at a sailor. The man at the café chats up Vance. It's Eli David, smoking some weed mixed with hash.
Eli asks why a sailor on leave would want to keep his mind sharp. "The Russian will realize you are not what he wants, then his men will kill you," Eli tells him. "Go back to the boat, or you are a dead man."
In Abby's lab, she tells McGee the safe house was booby trapped with mines.
Back in Amsterdam, McAlister briefs Leon on Eli. Leon wonders if Eli knows more about the Russian than they do. McAlister assures him he's not that dangerous, but gives him a gun.
Malachi and Liat search a temple. Ziva interrupts them, asking Liat why she didn't trust her. She calls out for her dad. Liat objects. A girl fight breaks out.
Back in Amsterdam, Leon cruises the red light district. He sees Eli talking to the Russian, telling him the American has orders to kill him.
Back in the temple, Ziva and Liat are krav maga-ing the crap out of each other. Finally, Eli David emerges and tells them to stop.
In NCIS, McGee hacks the interrogation feed so the team and the Mossad agents can watch Gibbs talking to Eli.
Eli says he and Vance are in it together, which is why they organized the conference. He says Eli wasn't told what his real role was in Amsterdam. Eli says he never knew the Russian's name.
In Amsterdam in the middle of the night, Eli visits Leon in his hotel room, telling him the Russian's hit team will be there by morning -- because he told him where Leon was staying.
Eli says Leon never forgets anything, which is what saved him. "When we walked in that door, he had seen it before," Eli says.
Back to Amsterdam, with Vance and Eli making IEDs in his hotel room. Eli is fired up because Mossad told him he could kill the Russian's hit team.
Watching the feed, Abby thinks Eli's story means he knew how to build the IED. Malachi thinks Hadar is dead because of NCIS's incompetence.
Tony asks Duckie about Whitney Sharp. He says Vance was an odd choice for her because she had a preference for policemen.
Eli tells Gibbs that Leon got credit for helping eliminate the hit team in Amsterdam and the Russian vanished.
Back in the hotel room, Eli puts a piece of paper in the door and Leon turns on the shower. He watches as the hit team comes in. Eli and Vance take cover.
The door opens. The bombs are under the coffee table. The three man team comes in the room. With the paper out of place in the door, the circuit closes when the door shuts.
Vance wakes up in the hospital. Gibbs tells him Eli thinks the attack was one of theirs. Vance tells Gibbs someone at the conference must know. He tells him the secretary of the Navy signed off on the conference two years ago.
Gibbs reminds Leon of Rule # 9: Never go anywhere without a knife. He gives Vance a knife.
Vance tells Gibbs to go after whoever is responsible, even if they're from the early days of NCIS.
Gibbs interviews Whitney Sharp, asking why she chose Vance for Amsterdam. She said there were inconsistencies in Vance's story that made him easy to goad into the mission. She says McAlister would have protected Vance were it not for Eli. She says The Russian was a hit man, but she only knew about him from McAlister's mission plan. She remembers his name as something like Zurov. Gibbs suggests Anatoly Zukov, but he says he's long gone.
Flash back to years ago in Paris, Gibbs shooting the Russian.
McAlister visits Vance, who tells him he realized something while he was out. He thought he was chosen because he was special, but he now realizes he was chosen because no one would miss him when he got killed. McAlister says it would have been a great tragedy.
Vance says his death would have put McAlister's area of expertise back on the forefront. Instead, forward-thinkers like Jenny Shepherd and him got promoted. "You wanted me dead from day one," Vance says.
1999 Vance confronts McAlister about inconsistencies in his file and thinks McAlister is setting him up for another op. In the hospital, McAlister tells him he was never supposed to succeed. McAlister uses a key to open Vance's morphine drip and turn it all the way up. "For once, can't you just die right?" McAlister says, leaning over Vance.
Lying in his hospital bed, Vance stabs McAlister in the chest. Then he summons the nurse. Gibbs comes in from the hall. He checks that Vance's morphine is stopped.
Back to 1999, Gibbs coming in right after Vance talked to McAlister about his file. They meet. McAlister tells Gibbs abut some assignment in Paris and asks if he's ever worked with Jenny Shepherd.
Later, Tony tells the Mossad agents they're sorry about Hadar.
Eli leaves a flag of Israel on his daughter's desk. They have a moment. He kisses her forehead.
