Nick tries to help, but his help does not help; however, Gibbs and Nick find a common ground, as do Tony and Nick, who gives Tony a slip of paper. Ziva poses several questions to CI-Ray, and he poses one to her. Maya made a number of trips between Cairo and Islamabad, Pakistan. Gibbs sees one clue, and McGee and Abby pursue it, then Tony and Ziva find something. Gibbs and Abby learn that Maya caught a bad guy after he committed a major crime. - A couple checks out a loft apartment. The wife is skeptical, the husband loves it. The realtor shows them around and right to the dead woman lying on the floor. (roll credits) At the office, Tony pesters McGee to tell him the last time he had sex (Maxine, ten months ago). McGee surmises Tony's having the same issue. Ziva comes in angry, asking McGee to block a secure government number. She's dodging Ray's calls. Tony gets a calls, then McGee. Gibbs comes in to announce the body of the week -- and that Ray already called him.
There are nine shell casings, but bullets were dug from the walls. She was hit three times. The victim is Lt. Commander Maya Burris, married with no children. Jimmy gets distracted talking to the realtor, Sandy, who he went to high school with. She died six or seven hours ago. Her ring finger is mangled and bloody.
A man comes in angry and screaming. He's Metro Detective Nick Burris, her husband.
At the office, his partner Detective Flowers (Michael Beach) says the Burris' had a good marriage. Maya was a naval attaché at various posts around the world. She came back to DC five days ago to see her husband. Her last mission in Egypt ended a month ago and they try to figure out what she's been working on.
Burris stumbles into the office drunk, demanding answers as Flowers tries to rein him in. Tony and Gibbs sit down with Flowers, who says he talked to his wife last yesterday afternoon. They were supposed to have dinner, but she didn't show. He tells Gibbs if they don't find the killer, he will.
In the morgue, Duckie reports there was no blood or fiber and they found traces of bleach. She also has wounds on her wrist, like a bracelet was yanked off after she died. Duckie thinks it was someone with knowledge of police procedures.
Tony tells McGee it's been two weeks. He's getting tired of the string of one night stands.
Gibbs arrives for Big Screen time. Burris's husband was the beneficiary of her life insurance. He recently spent $100,000 on a speed boat.
Burris's called her husband three hours before she died.
In the last month she made multiple flights from Egypt to Islamabad.
Gibbs visits Abby in the garage, where she's recreated the crime scene. The shots that went into the body don't match up with any of the holes on the wall from where the victim was lying. She found the killer was by the window and the body was moved. The killer was on a rooftop across the street from the loft.
Tony and Ziva check out the roof. Tony confesses he's spoken to Ray and asks what happened. She says he doesn't appreciate her, he stood her up for dinner. His excuse was that he got caught up with work. It reminded her of her father. Ziva looks across the street and sees someone in the crime scene.
They go to the apartment and find a hooded figure leaning over the spot where the body was found. The person runs and they give chase down a stairwell. Ziva tackles him. It's Detective Burris.
Back in NCIS interrogation, he says he was working the case. Gibbs asks about the speed boat. He says Maya bought it a month ago. He says they spent so much time apart that they cherished the time they had together. Ziva listens.
The team confirms Maya bought the boat.
They meet with her supervisor, U.S. Ambassador Ealy in MTAC. He says she went to Islamabad for briefings.
McGee finds photos from outside the U.S. Embassy in Islamabad of Maya arguing with a man. He's wearing a blue tooth and McGee traces the signal.
Nick Burris calls Tony for the third time. Tony tells Gibbs he'll handle him.
Tony goes to Nick's house and tries to reassure him they're working Maya's case. He turns over a piece of paper he found. It says Ray Cruz, DC office. Tony calls Ziva. She wants to talk to Ray alone.
Ziva meets Ray in the park. He says he worked with her on his last assignment. Ziva asks if Ray knows who Maya was traveling with.
Ray tries to apologize and begs for another chance. Ziva says it's too late and walks away. Ray says he loves her and drops to one knee. He takes out a ring and proposes.
Ziva looks around uncomfortably at the people staring, waiting for her response. She tells him to get up. He says he was going to propose at dinner. He put in for a desk job and wants to stay in town and have kids with her.
Back at the office, Tony asks how it went. He asks if Ray dropped to one knee. He knew. Ziva told him she had to think about it. Tony urges her to take a leap of faith.
Tony breaks the news to Gibbs, but Ziva says it's not official yet. It will be if it's right, Gibbs says.
Abby comes up to announce that she and McGee ID'd the phone ear piece as a unique for high security government lines. There are only 400 in the world, most in the Middle East. Maya's browser history showed searches for Saleh Revelutionary Corps, a paramilitary group.
The team heads to search Maya's boat. They find a small tackle box full of news clippings about the SRC. They think she was tracking them.
Back in Abby's lab, Maya's journals show she was working with a former colleague to take down the SRC. One entry says she shouldn't have gotten involved and things could turn ugly. She was threatened by a former colleague.
Abby was able to narrow down the cell signal to Barry Norton, a liaison to the Cairo Embassy, who was fired for associating with the SRC. He sold them government secrets.
They put out an alert for Norton's car.
Ziva gets off the phone with Ray. He wants to rent a jet and fly to Miami to tell his parents and she's seriously thinking about it. She tells Tony she saw how much Nick loves his wife and doesn't want to live with regrets.
They get word that Norton was killed in a car accident last night. They bring his car into the garage.
Abby finds Norton's brakes were tampered with. They confirm the SRC put a fatwah on Norton two weeks ago over an argument over money. They think Maya was collateral damage from the first failed hit on him.
They pull up the list of Norton's calls from Islamabad. Ziva recognizes a number. Gibbs follows but she says she has something to do.
Ziva goes to Abby and asks her to access her voice mails and texts from a month or two ago. She highlights a number and tells her to cross-reference with Norton's calls. Both calls came from Islamabad.
Ziva goes to meet Ray on the tarmac. She decks him in the face and says he has her answer.
He admits he accidentally killed Maya while aiming for Norton. Norton represented a serious security breach and Ray was supposed to get him in Islamabad but missed him. He resolved not to let him get away again. He just wants to move on from everything and go back to being the man Ziva fell in love with. Ziva tells him that man is gone. She leaves.
Gibbs picks her up. The CIA confirmed Ray violated orders by taking out Norton on US soil, his career is over.
Back at the office late at night, Ziva gets frustrated with her cell phone. Tony tells her it's OK to ask for help. He tells her not to blame herself, no one could have seen that coming. Ziva says she's content with her life. Tony asks if she's happy.
Nick joins them, asking who killed his wife. They tell him. Nick asks how long they've been a couple. He urges them to cherish each other.
