It's a bad copy of this very short film that I looked at, so it's hard to be sure. What apparently is happening is an image of the new Cuban flag waving in the wind superimposed over an image of the American flag doing the same.
There's clearly a statement being made here, of the linkage of the two. In the wake of the sinking of the SS Maine in Havana Harbor and the rousing of the American press that led to the Spanish American War, it's clearly a jingoistic message. But what we have as a result of that impulse is a technique in film-making that is potentially interesting, but in practice doesn't work very well.
