...but a good silly. It's not stupid. It's not so silly that you want to turn it off. It's just the fun kind of silly which still makes perfect sense within the context of the show.
Veronica's mum with Kevin... I mean, nobody's buying that Carol is young enough to produce a healthy baby. The story arc is played for laughs and cringe, and delivers flawlessly.
Frank is paid better, with "benefits", providing he converts to a heterosexual lifestyle. Again, it's totally silly, but it completely works.
Those pesky Milkovichs are still causing trouble. Pretty much the only serious arc in this episode.
And Jimmy? In what world is medical school only three years long? That plot really is the most silly of all.
