Very Peculiar
Here's another short subject about the "firefighting" attraction at Coney Island. Unlike the others I have seen, this is not a simple actuality, where they set the camera down and watch until the film runs out. No, this is edited; you don't get to the show until three of the movie's four minutes have passed.
Even then, it's a peculiar angle the audience sees the show from. Was Billy Bitzer experimenting with point-of-view techniques, trying to put his movie audience in the position of an attendee at Coney Island? That would explain the shots that preceded the main event.
It would not explain, however, the rhythms of cutting and the movements of the people on screen. Perhaps, besides the subjective camera, this was intended for a particular piece of music.
