I watched the last 10 minutes, which you must've missed.

They took Voight to the Silos where they began to dig for the body. They found nothing and Voight was released.

How?

IMDb says this episode is 41 minutes. I watched that 41 minutes in reruns. The cable network showing it runs the end of each episode right up to the first frame of the one they show following. So Voight is basically arrested by the Commander and two guys in suits. Nest thing I know is the first frame of the next episode listed in this series ("Made a Wrong Turn", which is the beginning of the next time slot in the reruns). Besides that, there was no credit screen. In addition, Voight is right back in charge of his unit and back on the street. So my guess is that this episode was twice as long (2 hours air time in original).

So what happened? Is my guess right? How did Voight slip the noose? There is obviously a lot missing.
