- Fin catches a fugitive rapist in Havana, but Barba's case is jeopardized by a political tug-of-war.
- Byron Marks, a three-time rapist, is married and living in Havana, but one day he rounds a corner and is grabbed by two heavyset types and jammed into a van that immediately drives off. Inside the van is a "tourist".....one Odafin Tutuola, NYPD. While Fin and his prisoner weave their way back to New York City, his boss at SVU, Olivia Benson, is walking her adopted son Noah to school; when a phone call briefly interrupts her, Noah sees a crosswalk signal flash indicating he can cross the intersection, but a taxicab is surprised by the abrupt motion - and so is Olivia as she yanks her child to safety.
When Liv arrives at work and learns of Byron Marks' return to the US, she and ADA Rafael Barba are naturally concerned - and suspicious - of Fin's method of returning him. Liv, Dom Carisi, and Amanda re-interview Marks' victims, but only one, Karla Wyatt, expresses any desire to relive the nightmare by testifying against him - an idea immediately shot down by Karla's overbearing husband. Appearance in court turns into a minor circus when defense attorney Randy Dworkin begins filibustering for his client, and then the whole scenario threatens to become an international incident when an emissary from Cuba demands Marks be released.
Liv meanwhile gets a call to come to Noah's school, where a bureaucrat says Noah claimed his mother gave him an injury. Liv is beside herself at the accusation, and at home the truth comes out when Noah acknowledges what he told his teacher, then innocently adds he got an arm bruise - the injury that set off the accusation against Liv - because Liv saved him from the surprised taxi. Liv is overwhelmed with relief, having completely forgotten about the taxi incident.
But later she has to swing into action - Karla Wyatt defies her reluctant husband and testifies against Marks. When Byron Marks is let go he immediately attacks Karla in her house but she sits him down at gunpoint, forcing Liv to prevent another tragedy, and also nail Byron Marks for witness tampering.
And just when everything seems to have become hunky-dory again, Liv gets a completely unexpected visit - from Brian Cassidy, her former partner and boyfriend, who had retired from the force, but after a brief retirement decided to answer a request to work in the DA's office. Cassidy's visit to Liv is not, however, a heartening social call - because the DA's office is investigating Liv for child abuse.........
