In the words of Dr. Wade:
-In which world injecting yourself with a deadly virus is considered a right thing?
Much more plausible would be if the microbiologist had accidentally infected herself during the attack (while working with the virus).
Furthermore, knowingly bringing her to the NCIS headquarters despite being infected is reckless, borderline criminal as more people could get infected causing an outbreak.
I'm not a microbiologist/epidemiologist, but there must be standard procedures for handling such cases. Common sense suggests, that Lt. Ford should have been picked up by the CDC right at the container depot along with all people who contacted with her.
