This is a good episode. First of all, there is a funny scene where a city garbage man must turn over his big rig to J. D., Washington, and Belker. They are investigating a shakedown company which threatens its customers. This one is still in progress and Belker takes some blows. An elderly woman has been raped and assaulted but because Ray didn't read the guy his rights in Spanish, he gets off on a Miranda technicality. There is some ultimate justice, however. There is also a precinct election where Howard will be in a run-off against Andy Renko.
