This is one of the worst, if not THE worst episode of any of the L&O franchise. Completely implausible and totally unbelievable. You think someone who has killed 26 people or more (hate crimes, no less) would not draw media attention? Or that cops would argue over jurisdiction? Or that people in Baltimore (including cops) would not have heard about a subway bomb that killed 20 people until they were told by NYC cops? Or that prosecutors would have to argue over bail? Get out of here. I know this episode was made in the mid-90s, but it wasn't the 1790s. This would obviously draw INTERNATIONAL attention and be dealt with on a federal level. You wouldn't have Baltimore and NYC cops fighting over who gets to interrogate the perp, or witholding information so they can get the bust. Idiotic and condescending to the fans of the show.
