This very simply is Disney cashing in on the public love of a franchise in order to produce content for Disney+, their streaming site.
No love has gone into this. It is a cheaply made straight to streaming project that has enough links to the original franchise, but really reeks of being a cash in.
Disney have form for this sort of thing. They produced a stream of straight to video and DVD sequels in the 90's and 00's, and this is very much of a similar ilk.
Bring back a villain from a previous film, make the kid of the lead character now the hero - it's all very run of the mill and very predictable.
