The vulture is trying to eat the Professor on a desert island in this decent, randomly titled Columbia cartoon.
The vulture -- I don't know if he was ever given a name -- was a regular character in Columbia house cartoons in the 1940s. He was modeled on Jimmy Durante and was rather malevolent. The Professor -- who seems to have the name "Mondale" in this one -- is a Casper Milquetoast character except for random moments when he produces a huge axe to attack the buzzard. There are well-executed gags throughout. including one new to me: when the are running around the tiny island in pursuit of each other, the island starts to rotate like a record on a spindle. Otherwise there are lots of things pulled out of the thin air or from behind the tree, but it all turns into variations on a theme.
