Rush hour of death

"Charm City" was pretty unique at this point of 'Law and Order's' run. With it being a crossover with 'Homicide: Life on the Street', which had not yet been done before. So that was already an interest point. The premise did sound interesting, if potentially convoluted (actually know other fans that found the episode too convoluted). Despite Season 6 not being one of the best overall seasons of 'Law and Order' the first half did have a number of highs.

For me "Charm City" does fall short of being one of those highs and it is not as good as the excellent previous episode "Trophy", but it is for all its faults better than the three episodes that preceeded that episode. It is a long way from the show, franchise or season at their best, and it does fall into the potential trap of crossovers of feeling too much like it is from the other show crossed over with and not quite enough of the show it's part of. Will elaborate upon that a little more later if anybody is confused.

That does not mean that "Charm City" is a bad episode, it isn't and there are things done well. It's well made, intimately photographed and slick with no signs of under-budget or anything. The music didn't sound melodramatic or too constant and the direction is accomodating while still having pulse. All the regulars are great and Kyle Secor and particularly Andre Braugher are animated support.

As is Richard Belzer, although Munch's dry humour and personality worked a lot better in 'Law and Order: Special Victims Unit'. Kevin Geer is malevolence personified as Egan. There is some thoughtful writing and there is some intrigue and suspense, such as the start.

However, "Charm City" could have been a good deal more. Somehow it doesn't feel enough like a 'Law and Order' episode, it is obvious that it is a crossover and much of me felt like it was more 'Homicide: Life on the Street' than it was 'Law and Order', the regular cast feeling more like guest stars. It is not always easy to follow with too many things not explored enough.

Everything with the Cacodyl could have gone into a lot more depth for example, that really did stretch credulity in not just the how and why but also the way it's used and the consequences.

In conclusion, not a bad episode at all but not great. 6.5/10

Terror on the subway

Om a crowded IRT local at morning rush hour a gas bomb goes off and multiple deaths and more multiple injuries mostly from noxious smoke inhalation. But Jerry Orbach and Benjamin Bratt get lucky with an eye witness who gives them a good sketch.

Some of the Baltimore based detectives from Homicide; Life On The Streets come up to New York because of a similar attack on a black church in that city. Andre Braugher and Kyle Secor are pursuing their own leads and both come up with the same perpetrator.

New York gets first crack at him although Sam Waterston has to accept a change of venue to Westchester County..

Perpetrator Brian Egan is one malevolent piece of work and his attorney from the courthouse gang of some Alabama/Mississippi backwater is equally obnoxious. Leo Burmeister is one southern fried ambulance chaser.

There's a Pal Harvey type rest of the story that finishes up in Baltimore on Homicide: Life On The Streets. Try to catch it.

NY vs Baltimore

This is the first of several crossovers with Homicide Life On The Street. It begins with an Aum Shurikyo like gas bombing on a subway from Harlem killing 22 people Pembleton and Bayliss come up from Baltimore. They believe the subway bombing is connected to a gas bombing at an African-(American church that killed 6 people 5 years earlier. The bomber a blue collar worker from Charm City,is convicted and.sentenced to death. The detectives realize there was a.mastermind and try to find him. A gripping episode. It's nice that the Homicide part 2 is included on the Law And Order Season 6 box set.

Great Crossover Episode

I loved seeing the beloved characters from Homicide: Life on the Street. And seeing the differences in approach between NY and Baltimore. Amazing how in NY the brilliant Pembleton technique was not at all appreciated or wanted. Great acting and plot. 10 stars for sure.

Ambiguous.

A racist leaves a gas bomb on a subway train in Harlem and kills more than twenty people. The detectives track him down with the help, and often the interference, of a couple of detectives from Baltimore.

A high-priced defense lawyer shows up and slathers racial stereotypes all over the courtroom -- "Sure, slavery was an obscenity but it end A HUNDRED AND FIFTY YEARS AGO!" He brings up the race of the defendant, who is a white man, repeatedly and claims he's being blamed by African-Americans simply because he's white. The name of Louis Farrkhan is raised, a notorious black leader of the Nation of Islam and generally considered a vicious anti-Semite.

McCoy puts on a spirited case and the defendant is convicted, but questions arise. The perp was no more than a truck driver for a chemical company. How did he learn how to build and plant a somewhat sophisticated gas bomb using volatile chemicals? Who paid for his expensive lawyer? The last scene is chilling. McCoy and Kinkaid ask him, and he won't answer except to say that his government didn't convict him -- McCoy's government did. And nobody knows what's going on. He's just the tip of the iceberg. It's as dispiriting as it is because it sounds like it was written yesterday instead of in 1996.

This is a "cross-over" episode with two or three detectives from one of the spin-offs, "Homicide: Life on the Streets." There are a few other cross-overs in the series and they're mostly a nuisance, interfering with a comforting and ritualized formula. Andre Braugher always brings a welcome animation to his role, but Richard Belzer's character is a pain. On the plus side, one of the Baltimore cops puts a move on Claire Kinkaid and she smiles knowingly, in a way that Jill Hennessy rarely has an opportunity to do.

This episode should be banned from TV

This is Part 1 of a 2 part series. The only problem is that Part two is For God and Country on the show Homicide, Live On The Street which is never shown on Law and Order nights. It's hard to find. You're left hanging, wondering how things turn out. They shouldn't show this on TV if they're not going to show the second half.

This is one of the worst, if not THE worst episode of any of the L&O franchise. Completely implausible and totally unbelievable. You think someone who has killed 26 people or more (hate crimes, no less) would not draw media attention? Or that cops would argue over jurisdiction? Or that people in Baltimore (including cops) would not have heard about a subway bomb that killed 20 people until they were told by NYC cops? Or that prosecutors would have to argue over bail? Get out of here. I know this episode was made in the mid-90s, but it wasn't the 1790s. This would obviously draw INTERNATIONAL attention and be dealt with on a federal level. You wouldn't have Baltimore and NYC cops fighting over who gets to interrogate the perp, or witholding information so they can get the bust. Idiotic and condescending to the fans of the show.
