They killed Burnett and their framing me for it
Renee Walker : Even if I could help you, Larry has every law enforcement agency in a hundred mile radius looking for you and I have been suspended
Jack Bauer : All I want you to do is make an ID, I got a frame grab from the hospital surveillance, I sent you a photo of the man who did kill Burnett, and it's in your inbox. This man is the only connection I have to whoever else involved in this "thing", please I need your help. Look, I know you don't agree with some of things I did today but I'm telling you the truth
Jack Bauer : [after she doesn't respond] I'm sorry I made a mistake
Renee Walker : [Before hanging up] I'll call you back at this number

Renee Walker : [while reading from her computer monitor] John Quinn, Black Ops combat vet: served tours all over the world, now he works for Starkwood
Jack Bauer : The defense consultants?
Renee Walker : Yeah, they started out as consultants but for the past few years when you were out of the country, the Pentagon outsourced billions of dollars in contracts to them
Jack Bauer : What kind of contracts?
Renee Walker : Manpower, Starkwood is basically a private army. They recruited ex-soldiers, SWAT team members from around the world then they hired them back to the military security teams. We're talking thousands of men deployed here and abroad
Jack Bauer : Did Starkwood work with Juma?
Renee Walker : they did, it wasn't on the books. You know if anyone knows, it's Senator Mayer
Jack Bauer : Why Mayer?
Renee Walker : After he disbanded CTU, he launched several investigations: one of them was looking at Starkwood
Jack Bauer : What were they accused of?
Renee Walker : The hearings were classified but supposedly, Mayer has enough to put them out of business
Jack Bauer : Ok, I'm going to need to talk to him: see if you can access the CIRT logs, they should have a location on him
Renee Walker : Ok, I'll send Mayer's location as soon as I have it

Jack Bauer : [after breaking into Mayer's home] keep your hands where I can see them
Senator Blaine Mayer : [Surprised to see him] Bauer
Jack Bauer : Take a seat
Senator Blaine Mayer : [Noticing Jack holding a knife] I know what you did to Ryan Burnett, I'm not going to let you butcher me like you did him. You want me dead? You'll have to kill me where I stand
Jack Bauer : If I wanted to kill you, you'd be dead already: now take a seat
Senator Blaine Mayer : You're a real enigma, after you saved the President from terrorists, you murdered a federal witness in cold blood
Jack Bauer : I didn't kill Burnett
Jack Bauer : [Shows him a photo] this man did, do you know who he is?
Senator Blaine Mayer : No
Jack Bauer : His name is John Quinn, he works for Starkwood
Senator Blaine Mayer : What in the world would Starkwood would have to do with this?
Jack Bauer : I don't know yet but I do know they sent someone to kill Burnett and frame me to cover up their involvement in everything that's happened today, including the attack on the White House
Senator Blaine Mayer : [as Jack sits in front of Mayer's computer] that's a hell of a theory but you'll have to "spin" a better story than that if you expected it to get you off the hook
Jack Bauer : I did not come here to "clear" my name. I'm trying to understand the "connection" between Juma and Starkwood
Senator Blaine Mayer : There isn't one, I've spent the better part of six months investigating Starkwood. If there was a "connection" to Juma or Sangala, I would know
Jack Bauer : I want to see every file you have concerning that investigation
Senator Blaine Mayer : Look, Starkwood has let their security team run amuck all over the world, with no oversight: they bribed their way into large contracts, tried to influence foreign policy to their own benefit. All good reasons, why this country should not be outsourcing it's military operations to private corporations and I am going to shut them down but there is nothing remotely suggests they'd be involved in terrorist attacks on their own country: for any amount of money
Jack Bauer : Maybe they have different reasons for helping Juma?
Senator Blaine Mayer : Like what?
Jack Bauer : I don't know. Sir, I believe this country is still under attack and there has to be a "reason"
Senator Blaine Mayer : Damn it, I'm supposed to believe this from a man that's holding me hostage?
Jack Bauer : [Sternly] I need access to those files
Senator Blaine Mayer : [Stands up] and if the "connection" between Juma and Starkwood isn't there? Will you turn yourself in then?
Jack Bauer : Just open the files sir

Senator Blaine Mayer : So you think I'm naive to believe we need to hold ourselves to a higher standard of conduct?
Jack Bauer : [while using Mayer's computer] it doesn't even matter what I think: you just need to understand where I work, things get a lot more messier than where you work on the Hill
Senator Blaine Mayer : What you've lost is tragic but what you've been compelled to do in the name of saving innocent life is tragic: sometimes we need to incur the most horrible losses in order to uphold the ideals that this country was founded on. How can we presume to lead the world unless we set an example?
Jack Bauer : [amused] you make it sound so simple
Senator Blaine Mayer : Maybe it's simpler than you think? Maybe all things that you've seen and all the things you've done have clouded your vision?
Jack Bauer : [ignores his questions, referring to the crime scene photos on the computer monitor] look at this, tell me about this car accident?
Senator Blaine Mayer : That has nothing to do with Juma
Jack Bauer : Who was the victim?
Senator Blaine Mayer : A source inside Starkwood, a whistleblower. Unfortunately, he was also a drunk, he was killed when he wrecked his car on his way back from Atlantic City: blood alcohol was off the charts
Jack Bauer : [after zooming in on a photo of Quinn] this was no accident, your informant was murdered by the same man who took Ryan Burnett out this evening
Senator Blaine Mayer : What does this mean?
Jack Bauer : They were scared on what he had to say. What does your informant have on Starkwood?
Senator Blaine Mayer : He made a lot of wild accusations but not a single one of them panned out
Jack Bauer : Maybe you didn't dig deep enough. I need to know exactly what he told you
Senator Blaine Mayer : He alleged that Starkwood was blackmailing Pentagon officials: that they were involved in assassination plots, even that they were seeking to acquire WMD's
Jack Bauer : Specially what?
Senator Blaine Mayer : I don't remember but I'm sure the interview transcripts should be there
Jack Bauer : [reading off the monitor] ok I got it. Oh my God, that's it
Senator Blaine Mayer : What?
Jack Bauer : Your informant claims that Starkwood tried to acquire a bio weapon: that's your connection to Juma
Senator Blaine Mayer : I don't understand
Jack Bauer : When Juma was in power, it was rumored he was running an illegal weapons program. He was developing a bio weapon but nobody prove it. But the people I knew in Sangala believed he was testing these weapons on his own population. He used a remote village to release some kind of pathogen, everyone there was struck with dementia, paralysis, and eventually died
Senator Blaine Mayer : Why wasn't this pursued?
Jack Bauer : Because Juma destroyed all the evidence. He firebombed the village before anyone could get there and UN officials had a hard time believing that Juma had the technology or the expertise to develop such a weapon but Starkwood, they had both: technology and the expertise
Senator Blaine Mayer : And what did Juma have to offer Starkwood?
Jack Bauer : A safe haven to develop the weapon and an endless supply of victims to test it on
Senator Blaine Mayer : Even if all of this is true, why in the world would Starkwood want a bio weapon?
Jack Bauer : [irritated] you've been trying to dismantle Starkwood for the last six months, maybe they planned on fighting back but regardless, if they have a weapon like this, you better believe they intend to use it
