The episode is quite average, till the Bugatti Chiron shows up. The fantastic footage of the drive through Turin is what petrolhead dreams are made of

Top Gear cloning still on

The bits are pure retro Top Gear. May does a good review of the Stinger and the race against long boarders is a TG trope. Hammond good review of the 720S. Clarkson in the Chiron is a good comparison to how New TG Chris Harris reviewed the Chiron last year. Clarkson's persona seems to have diverged a lot from his TG form of even 4 years ago, not sure if he's trolling acting or really swelled head.
For the cars... 10

What Jeremy Clarkson teaches us... you can speed in the center of a big city without getting caught by the Police... you can do that even faster on a freeway again without getting caught by the Police, you can break any laws without paying any consequences.
Why not explaining that they have the permission to speed in that city or on the freeway, haven't they?
Without an explanation like that, some young stupid people after watching this episode and even others, can think... I can speed as I want, never I'll be caught by the Police, I'm invincible... let's try!
There's no good teaching, just... how to break the law.
10 for the cars... 1 for Jeremy Clarkson, 3 for the episode in general.

Top Gear was just as kitschy and contrived as this is however they are actually allowed to do their own thing now.
It was always scripted. It's always been this!
It's just better now!!!!
Hammond is still a whiny little girl.
